The Middle East and North Africa region is facing significant challenges. Some 32 million children, including 5.8 million refugee children and 6.8 million internally displaced children, are affected by conflict, protracted emergencies, and the climate crisis. The UNICEF Middle East and North Africa Regional Office will continue to support the most vulnerable children and families with humanitarian assistance. In the context of the coronavirus disease 2019 (COVID-19) pandemic, UNICEF will reach 47 million people with risk communication messages and 2.8 million children with back-to-learning activities in Algeria, Djibouti, Egypt, Morocco, Oman and Tunisia.
The humanitarian response will also improve accountability to crisis-affected communities, localize emergency response, prevent sexual exploitation and abuse and prioritize protection. Building shock-responsive systems and strengthening the resilience of vulnerable communities will remain critical.
Each of the UNICEF COs in the humanitarian affected countries in MENA has a different level of humanitarian management and reporting capacity, so continued robust humanitarian support capacity is required from the MENARO humanitarian section.
You will be responsible for report drafting and quality assurance, including for humanitarian situation reporting, reporting on UNICEF accountabilities as cluster lead agency and under the relevant Humanitarian Appeals. Donors have increasingly been asking for aggregated results reporting, quality assurance on country office reports including improved and standardized proposals. You will also provide support to quality assurance of donor reporting and funding proposals. The post will reinforce the system to report across the MENA region including on humanitarian performance monitoring (HPM)
You will work closely with Regional Advisors who provide leadership in all programme/technical areas and with the Planning team in the regional office, to ensure consistent approaches are adopted in regard to managing for results across regular programmes and humanitarian situations.
Responsibilities and Tasks:
- Lead Production and Quality Assurance of UNICEF external and internal humanitarian Situation Reports
- Provide quality assurance for humanitarian SitReps across the region as required, including feedback to country offices.
- Lead the capacity building efforts toward improving COs reporting quality.
- Provide inputs to external SitReps and updates for agencies such as UNHCR and OCHA.
- Production and Quality Assurance of UNICEF and Cluster/ Sector Information Products
- Prepare and systematically update UNICEF information materials, including Infographics, Fact Sheets, Communications Q&As, human interest stories, and presentations.
- Support the UNICEF lead cluster/ sector coordinators in MENARO to develop regular information products.
- In collaboration with the IMO officer, strengthen data collection and humanitarian data strategies across the region.
- Lead Production and Quality Assurance of the Humanitarian Team Planning and Reporting
- Lead the consolidation and follow up of the Humanitarian Team’s work plan design, monitoring and reporting.
- Lead Section’s inputs into RAM and Fiori -Support the Section in preparing necessary inputs for ROMTs, ROMP design and revision.
- Support other reporting as required.
- Support MENARO humanitarian section coordination activities
- Record minutes of humanitarian coordination meetings including the CMT, EMT, and regional meetings.
- Support the humanitarian section and the programme sections to compile and analyze reports and data on systems including eTools and SharePoint.
- Compile internal reports including Briefing Notes and presentations.
- Support Humanitarian Funding Management with Humanitarian Appeals and Donor Reporting
- Support coordination of Humanitarian Appels for Children (HAC) development, review and quality assurance across MENARO
- Support the drafting and finalization of humanitarian donor reports for which MENARO is accountable, including the annual Consolidated Emergency Reports and the Humanitarian Action for Children reports.
- Provide quality assurance for donor proposals, reports and project documents.
- Support the section’s PA in analysis the MENARO HAC Income and Fund Utilization
To qualify as an advocate for every child you will have…
Education:
- An advanced university degree in one of the following fields is required: communications, international affairs, international development, monitoring and evaluation, reporting and reporting on results and/or any other relevant discipline is required. A bachelor’s degree with at least 7 years of professional experience can also be considered in lieu of an advanced university degree.
Work Experience:
- A minimum of five years of professional experience in communication, programme planning, management, reporting and/or monitoring and evaluation is required.
Skills:
- Excellent writing skills in English are required
- Proven ability to conceptualize, plan and execute ideas, as well as impart knowledge and teach skills.
Language Requirements:
- Fluency in English is required. Fluency in Arabic and French would be an asset.
