A situation that has been exacerbated in recent years with the northern border countries experiencing recurrent intervals of regime change by force and violent extremism. This situation also has an impact on Côte d’Ivoire. Indeed, between 2020 and 2022, several jihadist incursions were recorded in the northern part of the country.
It should be remembered that the northern part, unlike the rest of the country, is much more affected by underdevelopment, rural poverty, lack of basic infrastructure, insufficient access to education and health, as well as a relatively high unemployment rate. Moreover, from the first years of its independence, Côte d’Ivoire, with its status as an economic powerhouse, attracted many migrants from other west African countries. In addition to this, the north has been hosting hundreds of asylum seekers fleeing the pervasive insecurity of their country of origin since the last quarter of 2022, which accentuates the already complex socio-economic and security challenges of this part of the country.
II. Purpose for the job
The Security Specialist reports to the Representative and maintains a secondary technical reporting line to the next most senior security professional (matrix management). The Security Specialist is responsible for advising the Representative on their security duties and responsibilities in accordance with UN and UNICEF Security Management Systems. The Security Specialist contributes to the UNICEF mandate through strong security risk analysis, advice, and relevant mitigation. The Security Specialist manages and supports, on behalf of the Representative, all security activities in the country/area.
The Security Specialist implements and manages security activities at the duty station in close coordination with all members of the UN Security Management System (UNSMS) including the UN Department of Safety and Security as well as NGO partners in line with the Saving Lives Together (SLT) policy. As a member of the Security Cell, contributes to the development of assessments, procedures and guidelines including Security Risk Management (SRM) processes, SRM measures, and the relevant Security Plan(s).

An advanced university degree – Master (BAC+5) is required.
*A university degree – Bachelor (BAC + 4) in combination with qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of professional experience in global security risk management and/or security analysis is required.
Demonstrated international security management experience and understanding of the United Nations Security Management System is highly desirable.
