The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German federal company under private law, owned by the German state.

GIZ operates through projects based in more than 120 countries around the world, focusing on various sectors including climate change mitigation, security, energy, commerce, financial market stability, and migration. Not only does the Federal Ministry for Economic Cooperation and Development (BMZ) commission GIZ’s services, but an increasing number of other federal ministries, foreign governments, multilateral organizations, and private sector entities are also doing so. The broadening of GIZ’s corporate objectives enables the organization to extend its operations within Germany, EU member states, and developing nations.

For over three decades, German collaboration has been a constant presence in the Caribbean, engaging in a variety of programs and initiatives alongside various governments and partner entities. Since 2007, the GIZ Caribbean Regional Office, situated in Santo Domingo, Dominican Republic, has represented GIZ’s interests and activities in the region.

The GIZ Regional Office plays a pivotal role in the Caribbean, ensuring that the funds allocated to projects are utilized with utmost efficiency, cost-effectiveness, and transparency. It provides a comprehensive range of administrative and financial services, including contracting, procurement, and accounting, as well as human resources support to programs and projects.

In this context, the GIZ Caribbean Office finalizes a significant number of service agreements with regional third parties. With the increasing importance of procuring these services in a cost-effective manner, it is essential to maintain a competitive edge in both domestic and global markets.

GIZ employs a structured fee schedule as the basis for calculating tenders, taking into account the expertise and experience of contractors invited to submit bids. This approach ensures that the prices offered represent value for money. The fee schedule undergoes a biennial evaluation to confirm its ongoing effectiveness.

Currently, there is a specific need within the Caribbean Regional Office to revise the fee schedule related to the procurement of services, to align with evolving market conditions and internal strategic goals.

The purpose of this ‘expression of interest’ is to find a qualified company to:

  • Update the fee schedule for consultants residing in Caribbean nations, excluding the Dominican Republic, covering various economic categories and levels of expertise. The engaged firm should conduct market analysis, organize the results, and supply a revised table displaying the minimum and maximum daily fees for each economic category and expertise levels.
  • Submit a comprehensive final report that encapsulates the research findings and includes a suggested fee schedule for services within the Caribbean region. The report should encompass all the evidence and materials gathered and organized during the research process. Additionally, it should contain the original informed consent documents from all participants involved, where applicable.

GIZ now requests eligible bidders to submit their ‘expression of interest’ for providing these services. Interested companies must provide expressive information demonstrating that they have the required qualifications and relevant experience to perform the services.

How to apply

Interested parties are invited to submit the following documents to complete their ‘expression of interest’:

  1. Company details including full (company) name, full address, phone, and email, including certificate of business registration or incorporation.
  2. Company profile.
  3. Average annual turnover for the last 3 years (some evidence must be provided).
  4. Average number of employees and managers for the past three calendar years. (Some evidence must be provided).
  5. Regional experience in Caribbean.
  6. Previous experience with similar jobs. A summary description (including scope and location) of similar projects undertaken with contact details of reference principal.
  7. Experience of development projects.
