The Socialist Republic of Vietnam received a grant from the Green Climate Fund (GCF) through UNDP for the Project on “Strengthening the resilience of smallholder agriculture to climate change-induced water insecurity in the Central Highlands and South-Central Coast regions of Vietnam” (GCF2-SACCR) and intends to use part of this aid amount to make valid payment for the CPO-16 bidding package on “Senior Technical Advisor” (STA)”.
General description on position and tasks: Senior Technical Advisor (or STA) takes accountability for, but not limited to, overall quality technical design, planning, monitoring and evaluation/impact assessment, quality assurance, delivery of the GCF2 Project and coordination with Water Efficiency Improvement in Drought-Affected Provinces Project (WEIDAP/ADB8)”. STA will provide support and hold accountable for quality assurance for the field activities and providing guidance to the project teams at CPO and UNDP, and the five target Project provinces.
Scope of Work of STA: (i) Advise and contribute ideas for building institutional capacity and ensuring project quality; (ii) Prepare/Update Work Plan for Technical Assistance; (iii) Provide technical guidance and/or input for component 1 and component 2 of the project; (iv) Providing Technical Input to the Technical Assistance Project Management Unit (CPMU)/UNDP; (v) Provide technical guidance, and/or input for project completion reports and reports as required by GCF and UNDP; (vi) Policy advocacy.
– Total mobilization time is 31 months (Since the contract signing).
Individual consultants will be selected appropriately according to the standards in the General Regulations on Harmonised Programme and Project Management Guide (HPPMG), the Project Implementation Manual (PIM) and according to the regulations and standards of the Law on Bidding of Vietnam.
The Central Project Office for Irrigation Projects (CPO) invites eligible individual consultants to express interest in providing the service. The interested consultants will have to provide a CV proving that the consultant is qualified to perform this consulting service.
