Title:  Support to the drafting of the Innovation Strategy 2030 and Back-stopping on innovation Maximum budget: EUR 85,240 all inclusive – Performance period of 18 months

The Luxembourg Development Cooperation Agency (LuxDev) launches a Request for Expression of Interest (REOI) for the acquisition of services for Support to the drafting of the Innovation Strategy 2030 and backstopping on innovation on behalf of project KSV/023 receiving financial support from the Government of the Grand-Duchy of Luxembourg. The project “KSV/023 – Sustainable and Inclusive Growth in Kosovo”, implemented by the Luxembourg Development Cooperation Agency – LuxDev officially started its implementation on 1st November 2023. The project aims to contribute to sustainable economic growth by supporting innovation, inclusiveness, and social development in a greener Kosovo. The project aims to encourage innovation and local and foreign investments in an e-secured and transparent environment. The assumption is that through fostering innovation and foreign investments, more jobs are created, resulting in an improvement of the government finances. Among others, this project supports the Department of Innovation of the Ministry of Industry, Entrepreneurship and Trade (MIET) in drafting an innovation strategy.
The MIET shall propose and draft policies and legislation related to innovation and entrepreneurship. On 12.08.2024, the MIET decided to establish an inter-ministerial working group to draft the Innovation Strategy 2030. The working group includes ecosystem actors, such as academia, innovation centres, and the ICT Association.  The methodology for drafting the Innovation Strategy 2030 is based on the national manual for planning, developing, and monitoring strategic documents, action plans, and previous experiences.
Moreover, the project will support the Department of Innovation and Kosovo Investment and Enterprise Support Agency (KIESA) in establishing an innovation fund and developing capacities.
Currently, the Project is seeking to identify interested candidates for the following services:
  • KSV/023 • 25 7719 Support to drafting of the Innovation Strategy 2030 and backstopping on innovation expertise as outlined in the ToR 20250206_ToR Innovation back-stopping.pdf
  • In view of accommodating the above-mentioned needs, we would kindly ask you to confirm us that your economic operator is capable, interested and available to be part of our short list candidates which will be invited to participate in this process by submitting to us the following:
Legal status of the client
  • Requirement: legally established economic operator
  • Proof of legal status or registration number.
Economic and financial capacity of the candidate
  • Requirement: average annual turnover over the last 3 years (2022, 2023 and 2024) of at least EUR 127,860.00
  • Certified attestations by tax authorities or accredited national authorities, or the latest certified financial statements[2], must be enclosed.
Eligibility
  • Requirement: Please submit signed statement of good standing within the provided format.
Technical and professional capacity of the candidate
  • Requirement: at least 2 contract references successfully completed since 2020 (up to the deadline of submission of expression of interest), of comparable nature and complexity “Support to the drafting of the Innovation Strategy “and of total combined amount of at least EUR 17,048.00.
CV of the expert
  • These references must be supported by certificates of completion signed by the contracting authorities.

has not been declared in breach of its contractual obligations in the performance of another contract with the same contracting authority and/or another contract financed by the donor in the country of the contracting authority and/or any other country;
is not banned from participating in calls for tenders issued by other donors or is not excluded from public procurement in the country of the contracting authority and/or any other country;
has not been the subject of a final judgment or a final administrative decision for conducts related to a criminal organisation;
has not been the subject of a final judgment or a final administrative decision concerning the establishment of an entity with the intention of tax evasion, social or other legal obligations applicable according to the legal provisions of the country where it is established or those of the country of the contracting authority;
has not been subject of a final judgment or final administrative decision for human rights violations, including but not limited to child labour and other forms of human trafficking.

[1] By economic operator, it is understood: any natural or legal person or public entity, or any group of such persons and/or entities, including any temporary association of companies, which offers to carry out works, supply goods or provide services.
[2] If, for some reason which the Contracting Authority considers justified, a tenderer is unable to provide one or other of the above documents, he may prove his financial capacity by any other document which the Contracting Authority considers appropriate. The Contracting Authority reserves the right to request any other document enabling it to verify the tenderer’s financial capacity.
