Experts on Security Sector Governance

The Governance, Justice and Security team at the U.S. Institute of Peace is
seeking qualified candidates with a range of skills and expertise on security

Introduction

The United States Institute of Peace (USIP) is a national, nonpartisan, independent
institute, founded by Congress and dedicated to the proposition that a world without
violent conflict is possible, practical, and essential for U.S. and global security. In
conflict zones abroad, the Institute works with local partners to prevent, mitigate, and
resolve violent conflict. The Institute pursues its mission by linking research, policy,
training, analysis, and direct action to support those who are working to build a more

Purpose of the Call for Experts

To advance its efforts, the Governance, Justice, and Security team is developing a
Roster of Experts on Security Sector Governance. USIP will use this roster to identify
individuals who can support the Institute’s programmatic efforts in this core thematic
area.

Applicants should be available to advise, inform, and support USIP’s work, either on the
ground or remotely. The scope of work and duration will depend on the exact country
and issue context. Individuals deployed will be compensated according to their
expertise and scope of work.

Please review the following list of potential responsibilities and qualifications:

Expertise sought:
* Thematic expertise, in the areas of: Disarmament, Demobilization and
Reintegration (DDR); civilian law enforcement; police reform; defense sector
reform; justice sector reform; intelligence reform; prison reform; community
policing; cybersecurity; anti-corruption; national security policies, strategies, and
plans; civilian control of security sector; national and local ownership; public
financial management; gender mainstreaming; security sector multilateral
support; design strategy and planning; and security sector reform/governance
monitoring and evaluation.
* SSG/R expertise in a given region or country.

Responsibilities may include:
* Conducting SSG/R assessments in partner countries.
* Rapidly deploying to address immediate SSG/R needs.
* Developing or assisting in the development of national security strategies and
plans.
* Advising on national reform processes of SSG/R.
* Conducting trainings and workshops on areas of SSG/R thematic expertise.
* Drafting or commenting on legislation and regulations related to the security
sector.
* Developing or conducting public expenditure review (PER) and financial
assessments of the security sector.
* Providing advice and other support to USIP and partners, as appropriate and
upon request, to conduct risk assessment.
* Working with senior-level officials in partner countries on SSG/R efforts.
* Supporting the technical implementation of SSG/R projects.
* Providing authorship and support to other staff members for publishing special
reports, commentary, analyses, and blogs on SSG/R efforts.
* Participating in USIP events, panels, and discussions on SSG/R.
* Making analytical contributions to working groups, task forces, study groups, etc.
* Contributing to research and design in SSG/R programming.
* Conducting literature reviews on developments in SSG/R research
* Compiling best practices in relevant SSG/R fields.
* Monitoring and evaluation of the effectiveness of SSG/R-focused initiatives,
making data-driven recommendations for improvement for future SSG/R

Qualifications:
* Bachelor’s degree in relevant field and/or significant experience (international
affairs, political science, law, security sector reform/governance, conflict
resolution, peace studies, etc.) required.
* A minimum of 10 years of relevant professional work experience in SSG/R in
conflict-affected environments.
* Ability to travel internationally.
* Demonstrated analytic and writing skills. Able to write effectively in a variety of
formats and for a variety of audiences.
* Demonstrated ability to work independently or within a team, to obtain results
under pressure, and to engage simultaneously with many substantive and
operational initiatives.
* Proficiency in English is required; proficiency in additional language(s) is an
