Background
Meeting Targets and Maintaining Epidemic Control (EpiC) project, implemented by FHI 360, funded by the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control. EpiC is led by FHI 360 and draws upon local, regional, and international resource partners to provide technical assistance, as well as global resource partners who bring unique capacities. Although originally designed as a HIV program, EpiC has been modified to accept COVID-19 funding to prepare and improve health systems to better respond to COVID-19 and reemergence.
One of the key activities related to COVID-19 of EpiC project in Thailand is the development of electronic promotional materials This activity will be in close collaboration with Division of Tuberculosis, Department of Disease Control, the Thai Ministry of Public Health. The data from the National Tuberculosis Information Program (NTIP) and its program implementation showed TB awareness for general public in Thailand is low and also found some social stigma against TB patients. EpiC Thailand/ FHI 360 seeks for a vender to develop the electronic promotional materials and complete the required preparation works prior to the short video clip development relating to TB awareness raising, by working in close collaboration with Division of TB as well as EpiC Thailand/ FHI 360.
Purpose and details of works:
This service is aimed for the vender to develop the electronic promotional materials and complete the required preparation works prior to the short video clip development relating to TB awareness raising. However, this work will not involve in any actual production of the relevant short video clip. The actual production process after the completion of this work will be responsible by Division of TB itself. The vender must work closely with Division of TB and EpiC Thailand/FHI 360 which are the Technical Committee for reviewing and providing the approvals of the required deliverables for the works. The vender is required for completing the works as follows:
- Design and develop the electronic materials which are one key visual (poster) and four (4) infographics in accordance with the concept on TB awareness raising and no stigma discrimination against TB, to be obtained from the Technical Committee, and propose the plan for distributing and monitoring them through social media and online channels. Those five (5) electronic materials are as follows:
1.1 Key visual (poster): Theme: TB, serious disease, but not scary.
1.2 Infographic A: Theme: Quick diagnosis.
1.3 Infographic B: Theme: It can be treated.
1.4 Infographic C: Theme: Not transmissible.
1.5 Infographic D: Theme: No stigma.
- Complete the required preparation works prior to the short video clip development relating to Tuberculosis (TB) awareness raising as follows:
2.1 Conduct the “review of media and materials as well as documents review” regarding TB prevention and treatment, TB awareness raising and anti-stigma against TB, in order to gain the technical inputs concerning TB, which to be used for the development process.
2.2 Propose and present four (4) options of the “Concept Ideas” for the video clip to the Technical Committee consisting of representatives from EpiC Thailand/ FHI 360 and Division of TB for the selection.
2.3 After the final selection of the concept idea from the Technical Committee, the vender will propose the “Synopsis” of the selected concept idea for the Technical Committee’s review and approval.
2.4 Develop the “Treatment” by provide the brief detail of the plot of short story such as plot, characters, components, key messages, explanation of the story, mood and tone, etc. This Treatment will be reviewed and approved by the Technical Committee.
2.5 Develop the “Screenplay” with the brief concept of the conversations among designed characters, scenes, order of story, etc., and the “Shooting Script” with details on how to do the shooting, sequencing of shooting scenes, designated camera angles, transition, fade, dissolve, and other shooting techniques; and propose them for Technical Committee’s review and approval.
2.7 In addition to the two versions of storyboard, the vender will provide the “Sound and Music” which are appropriate with the story context, and the attractive “Insert”, both stills and motions, will be provided, if needed, due to the Technical Committee’s discretion.
2.8 Develop the “Storyboard” with the pictures demonstrating the sequencing and flow of story, designated camera angles showing the key components of the story, lighting, shadow, and audio such as music, soundtrack, voice dialogue, scene explanation, etc. Two (2) types of the storyboard for this work are as follows: (a) Full version for video clip, not more than 5 minutes; and (b) Short version for video clip, less than 1 minute. In addition to the Technical Committee’s review and approval, these storyboards will be finalized after receiving the concur from the funder.
Timeline
All of the works as mentioned above must be finalized and completed by 14 June 2024.
Deliverables and required outputs
The vender must do the following as deliverables for this work:
- Deliverables for 1st payment:
1.1 Finalization of five (5) electronic materials (1 key visual/poster and 4 infographics).
1.1.1 Electronic format of key visual (poster): Theme: TB, serious disease, but not scary.
1.1.2 Electronic format of Infographic A: Theme: Quick diagnosis.
1.1.3 Electronic format of Infographic B: Theme: It can be treated.
1.1.4 Electronic format of Infographic C: Theme: Not transmissible.
1.1.5 Electronic format of Infographic D: Theme: No stigma.
1.1.6 Brief report on how to distribute and monitor these 5 electronic materials through social media and online channels.
1.2 Completion of the required preparation works prior to the short video clip development relating to Tuberculosis (TB) awareness raising regarding the work of 2.1-2.2 as stipulated in “Purpose and detail of works”.
1.2.1 Brief report on four (4) options of the “Concept Ideas” for the video clip.
- Deliverables for 2nd payment:
2.1 Completion of the required preparation works prior to the short video clip development relating to Tuberculosis (TB) awareness raising regarding the work of 2.3-2.8 as stipulated in “Purpose and detail of works”.
The approved version of the followings:
2.1.1 The Synopsis of the selected concept idea
2.1.2 The Treatment with brief detail of the plot of short story.
2.1.3 The Screenplay and the Shooting Script
2.1.4 The Sound and Music” and the Insert, both stills and motions
2.1.5 The full version of the Storyboard (not more than 5 minutes)
2.1.6 The short version of the Storyboard (less than 1 minute)
2.1.7 Final work report
Payment
- The payment of this work is the two-time payment after the completion of this service, as provided in “Deliverables and required outputs”.
- After receiving the Invoice, the payment will be paid via electric bank transfer system and the period of payment is subject to FHI 360 Finance Policy.
- The withholding tax will be applied to this two-time payment because this work is perceived as a service in accordance with Thai Revenue Code. Further, after the payment, the withholding tax certificate, in the form of the electronic file, will be issued and sent accordingly.
Vender requirement
- The vender must be legally registered as the legal entity in Thailand.
- The vender staff responsible for this work must be able to communicate in Thai fluently and have excellent writing skill in Thai.
- The vender must have its technical knowledge on health-related communication strategies, and have past experiences in working with Thai Ministry of Public Health or public/private hospitals and health facilities in Thailand.
Evaluation
Evaluation will be based on the past experiences, technical and management ability to complete the service, and price.
Reserved Rights
All RFQ/RFP responses become the property of FHI 360, who reserves the right in its sole discretion to:
- Disqualify any offer based on offeror failure to follow solicitation instructions.
- Reserve the right to award based on the initial evaluation of offers without discussion.
- FHI 360 will not compensate vendors for preparation of their response to this RFQ/RFP.
- Issuance of this RFQ/RFP is not a guarantee that FHI 360 will award a purchase order.
