Background:
The USAID Meeting Targets and Maintaining Epidemic Control (EpiC) Project managed by FHI 360 is a global project with specific scopes of work in multiple countries. In Thailand, EpiC focuses on interventions to reduce HIV transmission among men-who-have-sex-with-men (MSM), male sex workers (MSW), and transgender women (TGW) populations and to improve the quality of life of people living with HIV (PLHIV) in Thailand. Most interventions are implemented through community-based organizations (CBOs) in ten different parts of the country, namely Bangkok, Chonburi, Chiang Mai, Chiang Rai, Phitsanulok, Song Khla, and Ubonratchathani, and include reach-recruit-test-treat-prevent-retain (RRTTPR) interventions such as targeted online interventions on social media, differentiated service delivery for HIV testing, Pre-Exposure Prophylaxis, and antiretroviral treatment including telehealth services, and cross-cutting issues of stigma and discrimination reduction and policy advocacy.
The EpiC Thailand program would like to address the quality assurance of HIV cascade services that are implemented by local community partners. To establish a procedure for implementing ‘Mystery Client (MC) Reviews’ to better serve the KPs in Thailand. The mystery approach has been used by public health researchers to study healthcare delivery at the community level. This data collection tool will provide an assessment in the preventative and primary health services for clients who have tested and confirmed an HIV-positive diagnosis.
Purpose and Details:
The purpose of this review is to improve the quality of counseling services provided by EpiC partners by enhancing client-provider interactions throughout the HIV cascade, including Reach, Recruit, Test, Treat, and Retain. The specific objectives of this review are as follows:
Objective:
- The MC will describe behaviors and attitudes of KPLHS staff
- Identify strengths and weaknesses of specific services (Outreach, registration, Laboratory and counseling and care services) provided to clients accessing community-based clinics; and opportunities to improve the quality of these services
Activities detail:
- Develop a plan and detailed timeline for MC activities.
- Recruit MCs who meet the established criteria.
- Provide standardized training for all MCs to assess clinic service quality.
- Create electronic tools for assessments.
- Analyze MC results for each site as well as the overall findings.
- Provide summary reports of the Mystery Client reviews from nine sites (four in Bangkok, two in Chiang Mai, two in Chonburi, one in Chiang Rai, one in Ubon Ratchathani, one in Phitsanulok, and one in Songkhla) in both Thai – only each site and English – only over all finding.
Deliverables and Required Outputs:
- Develop a plan and detailed timeline for MC activities.
- Provide a summary report of the Mystery Client reviews from 9 sites, including 4 in Bangkok, 2 in Chiang Mai, 2 in Chonburi, 1 in Chiang Rai, 1 in Ubon Ratchathani, 1 in Phitsanulok, and 1 in Songkhla.
Vendor Qualifications:
- Graduated in public health or related field, and at least 3 years relevant experience with international development programs and field experience.
- Knowledge of HIV/AIDS, Prevention, PrEP, HIVST, Chemsex, STIs health, public health, international development, and/or social science research with a strong focus on prevention, care, and treatment.
- Have knowledge and experience with key populations and quality control, particularly in conducting Mystery Client reviews.
Evaluation
Evaluation will be based on past experiences, expertise on workshop facilitation especially on mental health services, payment condition and price.
