REQUEST FOR PROPOSAL: SERVICE OF RECRUITMENT AGENCY
The intent of this Request for Proposal (RFP) is to secure competitive proposals from qualified service provider/s with considerable experience in recruitment to assist the Ministry of Health and Population of the Central African Republic with the recruitment of staff for the Health Projects and Programmes Management Unit (UGPPS)
BACKGROUND
World Vision International – Central African Republic invites eligible firms to express their interest in performing the above-mentioned services. Interested firms must provide specific information demonstrating that they are fully qualified to perform the services in accordance with the terms of reference.
Service Requirements
The purpose of this consultancy is to seek the technical support of a specialist firm to help identify potential candidates for the various positions in order to fill them within a reasonable timeframe through a credible and transparent selection process. Below is the list of positions:
1. Governance Advisor
- Monitoring, guiding and supervising the operation of the SPPMU Set the overall objectives of the UGPPS
- Approve the projects/Sub-Beneficiaries selected by the UGPPS
- Approve agreements between the UGPPS and any external body
- Examine and assess problems raised by the coordinator
- Examine and approve the financial and technical reports presented by the coordinator
- To monitor the implementation of activities financed by the UGPPS To monitor the implementation of recommendations made by internal and external auditors
- Evaluating the activities of the coordinator and his team
- Guides and monitors the implementation of health programmes and projects
- Approve general reports to be submitted to and other donors Produce sessional reports
2. INTERNAL AUDITOR
- To diagnose, monitor and control the organisation and operation of the various SPPMU work units in order to ensure their compliance with the procedures and rules in place, their efficiency and to improve their performance.
- Contribute to limiting the financial and management risks of the SPPMU
3. FINANCIAL CONTROLER
- Monitoring cash inflows to the SPPMU and ensuring the quality and level of cash in accordance with the relevant rules and procedures
4 . UGPPS COORDINATOR
- Participate in the work of the Project Governance Committee
- Coordinate the implementation of the SPPMU’s activities Ensure the proper use of the SPPMU’s human, material and financial resources in accordance with the texts and regulations in force Ensure budget execution
- Ensuring the smooth running of the Management Unit
- Represent the UGPPS externally
5. Head of Administrative and Financial Unit
- Administrative and Financial Unit: Ensuring the regular supply of goods and services
- Monitor consumption of service goods and equipment
- Commit expenditure
- Ensuring the acquisition and development of the human resources necessary for the smooth running of the UGPPS, as well as the administrative management of personnel in accordance with the rules in force Chairing the contracts committee
- Ensure patient management
6. Head of Procurement Unit
- Placing works and service contracts for the SPPMU and monitoring their execution, in compliance with the rules and procedures in force
7. Head of Logistics and Procurement Unit
- Designing and organising procurement management strategies, from supply to dispatch to the user, with the constant aim of optimising the cost-quality-time ratio
- Organise the logistics required for transporting all equipment in compliance with safety measures and regulations
8. Head of Environmental and social protection unit
- Ensuring that environmental and social requirements are taken into account in the execution of the SPPMU’s activities and the projects and programmes to be implemented
- Provide support for all activities requiring environmental and social aspects to be taken into account
9. Head of Monitoring & Evaluation Unit
- Supporting projects and programmes in the preparation and programming of budgets
- To monitor projects and programmes in the implementation of their activities and in the production of M&E tools
10. Head of Alignment and Partnership Unit
- Carrying out the activities needed to mobilise resources for the proper implementation of health projects and programmes
- To ensure consistency between the health priorities financed by technical and financial partners and the national priorities defined by national health policies and strategies.
11. Head of Accounting unit
- To keep the UGPPS’s accounts in accordance with the rules and procedures in place
- Ensure financial management in compliance with the laws, regulations and standards in force
12. Head of Human Resources Management Unit
- To ensure the acquisition and development of the human resources necessary for the smooth running of the UGPPS
- Ensure administrative management of personnel in compliance with current legislation and internal management tools
THE FIRM’S TASKS
The firm’s tasks are as follows
- Preparation and publication of the call for applications;
- Receipt by the selected firm of the applications received;
- Drawing up the list (initial list) for each post on the basis of the responses received, after eliminating all applications that were ineligible or of no interest for the various posts.
- Constitution of a shortlist of six candidates based on an evaluation of the CVs of the candidates on the initial list, on the basis of pre-established criteria specific to each position, a pre-established weighting of the criteria, and a minimum score to be achieved;
- Carry out a selection test (written and/or oral) of the candidates on the basis of the shortlist.
- Propose a list of three candidates ranked in order of merit to be submitted to the Ministry of Health and Population and to World Vision CAR.
All proposals must be accompanied by:
- Valid business registration document
- Valid tax clearance certificate
- Evidence of past experience in conducting relevant work with details of organization preferable (INGOs/ GF and UN) including contact person.
- Evidence of current capacity to undertake such project (Profile/CVs of technical staff including details of similar work they have been involved)
- Immediate availability to undertake project.

- Firm’s References in the Domaine of recruitment at the international level

- Timeframe for completion of the study
