Background
The Republic of Sierra Leone has been awarded the Global Fund Grant Cycle-7, which includes four components: HIV/AIDS, Tuberculosis, Malaria, and Resilient and Sustainable Systems for Health. This grant continues the NFM-3 grant (Grant Cycle 6) and has been designed to incorporate the lessons learned implementing GC6 from 2021-2024. The Government of Sierra Leone, specifically the Ministry of Health, through the disease program and the National Medicine Supply Agency, functions as Principal Recipient 1(PR1), overseeing the health sector response. World Vision International Sierra Leone, as the Principal Recipient 2 (PR2), will facilitate the implementation of the community component of the three diseases, including the last-mile delivery health systems strengthening component.
In line with this arrangement, World Vision will facilitate the transition of the Community-Led Monitoring (CLM) interventions, including the data repository architecture (server) from the former PR2 (CRS) of GC-6 to the community-led organization. To achieve this, World Vision International Sierra Leone will facilitate GF-approved activities to enhance the community-led organization’s capacity building. One such activity is to hire an international and national consultant to work with the community-led organizations to review and update existing strategic documents and SOPs for the efficient functioning of community-led organizations in implementing community-led monitoring (CLM). Below is the detailed consultants’ scope of work and terms of reference, methodology, outcomes, and evaluation
OBJECTIVES
- To review and update the existing CLM strategy documents, including the SoP
- To update training materials based on the changes introduced in the strategy documents and SoPs
- To prepare the national consultant to lead the first phase of capacity building using developed training material
3. Task/Activities
In collaboration with the community-led organizations (KP CSOs. NETHIPS, Malaria CBOs, and mental health CBOs), the consultant will:
3.1 Reach out to PEPFAR implementing partners and other NGOs working in this space to gather information on current CLM practices in the country
3.2 Assemble country/ Sierra Leone CLM resources (Strategic document, SoP, Indicators), including PEPFAR resources, Global best practices and documents from countries that have successfully implemented CLM on Malaria, TB, HIV and mental health
3.3 Conduct and produce a gap analysis table with recommendations for community-led monitoring of HIV, tuberculosis, malaria, and mental health.
3.4 Contextualize the findings from the gap analysis to inform guideline and SoP reviews and update
3.5 Use findings to update the existing guidelines and standard operating procedures (SoPs) for community-led monitoring of HIV, tuberculosis, and malaria, including mental health
3.6 Develop comprehensive monitoring indicators that address Availability, Accessibility, Affordability, Acceptability and Quality) 4AQ across AIDS/HIV, TB, Malaria, and Mental Health
3.7 Develop an indicator reference sheet to guide the interpretation and us of indicator
3.8 Update tools for collecting, analysing and reporting community-led monitoring data.
3.9 Develop a guide for collecting analysis and reporting community-led monitoring data.
3.10 Update the training materials to reflect the changes in the strategy documents, including the SoPs and indicators
Work with the national consultants with the participation of the community-led organization to validate developed documents.
In collaboration with World Vision International Sierra Leone, program the indicators in an electronic platform
4. METHODOLOGY
The consultant will propose a methodology to ensure an inclusive and participatory approach throughout the assignment. The methodology should be illustrative, though not exhaustive and will include
- A review of existing documents: – Following a methodological approach, conduct a literature review of community-led monitoring guidelines and SoPs and identify and contextualize best practices.
- Interview with key stakeholders: The Consultant is expected to work specifically with community-led organizations to enhance the functionality and sustainability of CLM.
i. Develop a situation analysis tool to be validated by community-led organization stakeholders.
ii. Visit key community structures (to be chosen in collaboration with community-led organizations) to administer the situation analysis tool.
iii. Meet with key institutions and partners to develop plans to address the identified gaps.
iv. Lead a workshop to present the results of the consultancy.

6. DURATION
The assignment duration will be 25 days.
7. CONSULTANT PROFILE
The selected consultant will work with a national counterpart to deliver set objectives in this scope of work.
International Consultant
Qualifications and skills: at least a university degree and a master’s in public health, Epidemiology, Sociology, Health Management, Research or any other discipline related to the assignment
Professional :
- At least seven years of extensive experience working with the communities – Key population, HIV/AIDS, TB and Malaria
- Five years track record of developing documents, including strategic documents, standard operating procedures and indicators
- Excellent analysis and synthesis ability, including creative writing
- Knowledge of working in a West African context and Sierra Leone as an added advantage
- Must have a master’s degree in a related field
- Excellent knowledge of Microsoft packages (Word, Excel, PowerPoint and Access)
8. EVALUATION OF BIDS
The bid will be evaluated based on the curriculum vitae and technical and financial proposals.
8.1- Technical evaluation: Technical proposals and CV evaluation will rate 100% using the criteria listed in the attachment.

Proposed methodology and approach (45 pts)

At the end of this evaluation, World Vision International Sierra Leone will proceed with the candidate who scored at least 80% for the financial evaluation.
**8.2—**Financial evaluation: The financial proposals will be evaluated for completeness, accuracy, and proper documentation, including submission of payment for previous assignments. The consultant will be contacted when errors arise in unit rates and documented figures.
9- Overall evaluation: selection will be based on technical quality and cost. The lowest financial proposal (FP) among those shortlisted based on technical evaluation will receive the maximum financial score (FS) out of 100 points. The financial scores (FS) for other proposals will be calculated using the following formula:

Cost of Proposal
The technical proposal will account for 70% of the evaluation weight, while the financial proposal will account for 30%. Proposals will be ranked based on their technical weight (TW) and financial (FW) scores, with the weights assigned as follows: TP = 0.70 for the technical proposal and FP = 0.30 for the financial proposal. The overall score (S) will be calculated using the formula: S= TP% + FP%.
Award decision: The contract will be offered to the consultant with the highest total score (S).
