SEED Foundation is a locally registered NGO in the Kurdistan Region of Iraq. SEED’s mission is to protect, empower, and support the recovery of survivors of violence and others at risk. SEED is committed to delivering quality and holistic approaches, combining international expertise and local know-how to achieve results for the people of Iraq and Kurdistan. SEED’s programming focuses on three key objectives: 1) the delivery of transformational, comprehensive services including case management, mental health, and legal services, as well as psychosocial support activities; 2) strengthening the capacity of service providers through education, training, and capacity-development programs; and 3) ​promoting policy and social change to strengthen rights and protections for vulnerable populations through public awareness, technical assistance, and advocacy.

SEED carries a broad program portfolio focused on Technology-Facilitated Violence focused on services to survivors and those at risk; policy and advocacy focused on legislative, policy, and institutional strengthening; prevention and awareness; and training and capacity building.

Scope of Consultancy

The Online Child Sexual Exploitation and Abuse (OCSEA) Technical Consultant will support SEED in providing expert guidance and preventing, detecting, and OCSEA activities and will serve as a technical resource for SEED programming focused on strengthening capacity and systems for addressing online child sexual exploitation and abuse in Iraq. This role involves developing and implementing initiatives such as analysis, assessment, advocacy, and awareness campaigns and content development and training materials. The consultant will work on identifying ways for improving legislative and institutional frameworks to enhance the government’s response to online violence and OCSEA. Furthermore, the consultant will conduct analysis, and draft technical documents to support advocacy and technical assistance efforts. Additionally, the consultant will create public awareness and prevention campaigns, and design and deliver training for service providers to strengthen protections for vulnerable children.

Duration

In accordance with the requirements above, the OCSEA technical consultant is expected to commit to the assignment between August 2024 and July 2025, including remote work and visits in the Kurdistan Region. The consultant must complete the work within the agreed timeframe.

TERMS AND CONDITIONS

  • The consultant will be supervised by SEED’s Program Managers and Technical advisors.
  • The consultant will be required to utilize his/her own technology equipment and maintain workable Skype, Google Meet, and email accounts for communication.
  • All materials produced by the consultant during the period of this consultancy will belong to SEED.
  • The consultant must sign SEED’s Code of Conduct, and abide by all provisions of these policies for the duration of the consultancy period.
  • The consultant will need to travel to areas of program implementation. This cost should be mentioned in the financial proposal section.

PROPOSAL SUBMISSION

Please submit the following before July 15, 2024, at 4:00 PM Iraq time:

  1. Letter outlining experience including:
    1. Please describe your educational background, highlighting relevant qualifications.
    2. Your experience and expertise on TFGBV and/or OCSEA that identifies your work conducting assessments, technical assistance and advocacy efforts toward strengthening policies and institutional response, public awareness and prevention campaigns, development and delivery of training. Please include/attach any methodologies recommended or previously used, assessments conducted, and any programmatic or technical products that can be shared.
    3. Any organizations or donors for which you have provided similar services or have implemented similar projects for.
    4. Timing and availability (number of hours per month) and availability to visit the Kurdistan Region of Iraq.
    5. Daily rate in USD.
  2. Resume/CV no longer than three pages.

EVALUATION

Your proposal will be evaluated based on the following criteria, points and weight (%):

  1. Education: Advanced degree in social or political science, public policy, IT, law, international development, conflict studies, gender studies, human rights, or another related field. A Masters degree is a plus. Points (15) Weight (15%)
  2. Technical Knowledge and Experience: Minimum of 5 years of experience in protection work, child protection, GBV, or a related field, in an international setting with at least two years of specific expertise in TFGBV or OCSEA response and prevention. Letter outlining experience, projects, and technical leadership in the field of TFGBV and/ or OCSEA.) Points (40) Weight (40%)
  3. Language Skills: English required, Kurdish and Arabic is a plus. Points (5) Weight (5%)
  4. Timing and availability: Hours per week/month and availability to visit the KRI. Points (10) Weight (10%)
  5. Financial rate. Points (30) Weight (30%)
