Introduction/Project Brief
Oxfam Italy is planning on organizing two activities; a knowledge exchange visit and a capacity building training for participants from Za’atari refugee camp and the host communities (Um Al Jimmal municipality in Mafraq governorate). The purpose of these two activities is to expose participants to circular economy concepts and models and increase their awareness on sustainable resource management at the household and community level.
A circular economy represents a sustainable and regenerative approach to resource management, focusing on reducing waste, maximizing resource efficiency, and promoting the reuse, recycling, and repurposing of materials. Jordan, like many other countries, faces environmental and economic challenge related to solid waste management, making the adoption of a circular economy imperative.
Oxfam is seeking one or more individual consultants to design and deliver the knowledge exchange visit and the capacity building training to enhance the knowledge and contribute to the change in behaviour of local communities in relation to circular economy concepts, composting, use of greywater for irrigation, etc.
This assignment is part of the project ‘Local Innovative Solutions for an Inclusive Green Growth in Jordan’ implemented by Oxfam Italy and GGGI and funded by the European Union.
Scope of work
❖ The knowledge exchange visit will:
- be coordinated through the individual consultant(s) who will be proposing circular economy model(s) in Jordan that participants can visit and learn about practical demonstrations of circular economy practices that they can adopt at a household and community level. Arrangements with the circular economy model(s) will be carried out by the individual consultant(s).
o encompass the delivery of awareness-raising sessions to participants explaining the concept of circular economy and sustainable resource management as well as providing an overview of the circular economy model being implemented at the site of the exchange visit. Material of awareness-raising sessions will be developed by the individual consultant(s). - be conducted over the course of eight days for a total of 200 participants: four days for participants from Za’atari camp (25 participants per visit) and four days for participants in Um Al Jimmal municipality in Mafraq governorate (25 participants per visit).
❖ The capacity building training will:
- be conducted over the course of ten days for a total of 30 to 40 participants: five days for participants from Za’atari camp (15-20 participants per training) and five days for participants in Um Al Jimmal municipality in Mafraq governorate (15-20 participants per training).
▪ The first three days of each training will cover topics related to the principles of circular economy, the differences between linear and circular economic models, the benefits of adopting circular economy practices, and case studies and best practices for implementation.
▪ The last two days of each training will include a workshop where participants, in collaboration with individual consultant(s), will co-design a green area. The workshop will focus on recommending circular economy and sustainable resource management practices that could be implemented by Oxfam Italy in the green area.

ACTIVITY 1: KNOWLEDGE EXCHANGE VISIT

Component: Identifying circular economy model for site visits.
Scope:

Consultant(s) is requested to present a circular economy model for site visits. A site report to be submitted that includes:
a. Site layout
b. Photos of site and all its components
c. List of circular economy activities in site
d. List of activities for participantsSites with a capacity to accommodate 25-30 people are to be recommended.
Oxfam will conduct a visit to the site and will provide feedback, if needed.
Deliverable: Site report

Component: Development of awareness-raising material
Scope:
-
First draft of material for awareness-raising session on circular economy topics (concept of circular economy and sustainable resource management, an overview of the circular economy model being implemented at the site). This might include (but not limited to):
a. Composting technologies
b. Agricultural feedstocks
c. Building materials
d. Recycling/upcycling activities
e. Packaging waste reduction -
Any information, education, and communication (IEC) material or handouts.

Awareness-raising session agenda
Oxfam will provide feedback to consultant(s) on developed awareness-raising materials, IEC materials, and agenda and consultant(s) will be responsible for feedback integration.

– Cited information.
– Visual aids.
– Facts and statistics.
– Examples/case studies.
– On-site practical activities are recommended to be included.

Component: Coordination with circular economy model for exchange visit.
Scope:

Coordinate with circular economy model(s) for the site visits according to a schedule that will be developed in coordination with Oxfam Italy.
The consultant(s) can either have their own circular economy model(s) to take participants on an exchange visit or have access to circular economy model(s) they can coordinate with for an exchange visit.
Visit schedule to take into consideration:
o Travel time to and from the visit location.
o Session times (including awareness-raising session).
o Break times.
Deliverable:
– Exchange visit schedule in coordination with Oxfam Italy.
– Coordination with circular economy model(s) for the exchange visits according to schedule.

Component: Delivery of exchange visit and awareness-raising sessions.
Scope:

Delivery of eight exchange visits to be conducted for 200 people (25 at a time) to the chosen location.

Consultant(s) to welcome and lead on visits and awareness-raising sessions in location.
Determining candidates, acquiring permits for participants from Za’atari camp to attend an exchange visit outside the camp, transportation of candidates to and from identified location, refreshments, and media will be covered by Oxfam Italy.
Deliverable:
- Eight exchange visits and awareness-raising sessions.
- Brief activity report.
ACTIVITY 2: CAPACITY BUILDING TRAINING

Component: Development of capacity building training material
(5-day capacity building training in Za’atari camp and 5-day capacity building training in Um Al Jimmal municipality – each training session is divided into two parts: one focused on educating participants about circular economy concepts, and the other dedicated to the co-designing of a green area)
Scope
- Development of first draft of capacity building training material:
– Material for first three days of each training to cover circular economy topics (principles of circular economy, the differences between linear and circular economic models, the benefits of adopting circular economy practices, and case studies and best practices for implementation).
– Material for following two days where participants will be co-designing a green area and will be recommending circular economy and sustainable resource management practices that could be implemented by Oxfam Italy in the green area.
Two green areas will be co-designed: one in the Za’atari refugee camp by participants of the capacity-building training conducted there, and the other in the host community of Um Al Jimmal municipality in Mafraq governorate by participants of the training conducted in Um Al Jimmal. These green areas have been selected by Oxfam Italy to establish green spaces fertilized with compost Oxfam Italy produces and irrigated with treated greywater from systems installed by Oxfam Italy at the institutional and/or household level.
- Any information, education, and communication (IEC) material or handouts.
- Capacity building training agenda
Capacity-building training agenda to take into consideration:
o Travel time to and from Za’atari camp and travel time to and from Um Al Jimmal.
o Each training day to last for up to four hours not longer.
o Break times.

Both capacity-building training sessions will be conducted at the respective locations of the participants.
Determining candidates, acquiring permit(s) for consultant(s) to enter Za’atari camp, venues in both locations, refreshments, required resources for the training (can be identified by consultant) and media will be covered by Oxfam Italy.

- 5-day capacity-building training in Za’atari camp and 5-day capacity-building training in Um Al Jimmal.
- Brief activity report.
- Activity 1 and activity 2 are not necessarily linked.
- Schedules and details of deliverables are subject to change upon signing and discussion.
- All materials are to be made available for participants through online links and should be in Arabic.
Activities/costs that are covered by Oxfam Italy
Oxfam will contribute the following to the assignment (these are not to be reflected in the cost breakdown in the final submission):
ACTIVITY 1: KNOWLEDGE EXCHANGE VISIT
– Determining 200 candidates (100 from Za’atari camp and 100 from the host community).
– Acquiring permits for Za’atari camp participants to attend exchange visit.
– Transportation of participants to and from the visit site.
– Refreshments
– Media
ACTIVITY 2: CAPACITY BUILDING TRAINING
– Determining 30-40 candidates (15-20 from Za’atari camp and 15-20 from the host community).
– Acquiring all needed permits for consultant(s) for entry to Za’atari camp.
– Transportation will be provided to consultant(s)s via Oxfam’s vehicles while taking into consideration working hours of Oxfam staff.
– Venues for capacity building trainings in both locations; Za’atari camp and the host community.
– Refreshments
– Required resources for the training (can be identified by consultant)
– Media

- Two or more individual consultants are advised to apply to ensure that activities are carried out according to the proposed timeline mentioned above. Some tasks for activity 1 will run in parallel with tasks for activity 2.
- Number of field working days is not expected to exceed 18 in both locations.
Qualifications
- The consultant(s) should have proven experience in the development of awareness-raising/ training materials.
- The consultant(s) should have proven experience in conducting capacity building activities preferably focused on circular economy (at least two).
- The consultants(s) should have proven technical/field experience in environmental sciences, solid waste management, water reuse, circular economy, agriculture, or any other relevant fields.
- The consultant(s) shall have experience in working in similar contexts.
