The position is located in the Supply Chain Management and Service Delivery Pillar of the Mission Support Component of the United Nations Mission in Support of the Hudaydah Agreement (UNMHA) and the Office of the Special Envoy of the Secretary General for Yemen (OSESGY). The incumbent will be based in Amman- Jordan and will report to Chief Supply Chain Management and Service Delivery.
Responsibilities
Within delegated authority, the Requisitions Officer will be responsible for the following duties: • Prior to the budget formulation, liaises with the technical units to prepare their projected demand to establish the Mission annual demand plans (acquisition plans) based on mission priorities. • Supervises the requisition of diverse services and commodities (e.g. information technology and communication equipment, vehicles, medical equipment and supplies, food rations, fuel, construction and building maintenance materials, furniture and fixtures, stationery and office supplies etc.) within the missions and prepares complex requisitions for the assigned categories. • In collaboration with the technical units and relevant stakeholders, prioritizes requisition preparation as per Mission Priority Projects while taking into account changing priorities and emergencies, resulting into an optimal delivery schedule to meet mission’s requirements. • Implements procedures to ensure that requisitions for services and commodities are properly prepared and reviewed such that they are issued in a timely manner to ensure appropriate procurement action and reliable flow of supply for the mission. • Ensures that internal orders are raised timely for items to be supplied from existing inventory of Strategic Deployment Stock (SDS) or surplus stock in other missions. • Ensures that correct items are selected from the Material Master when raising shopping carts in order to buy from catalogues related to global or regional systems contracts. • Monitors the implementation of the supply chain plan and ensures timely actions are taken to raise the relevant requisitions (shopping carts and service entry sheets) for goods, services and freight enabling efficient and effective procurement actions to be completed. • Coordinates with global/local integrated business planning stakeholders and Supply Chain Planning Tool (SCPT) oversight bodies regarding strategic mission objectives and priority projects requiring support in materials and services. • Coordinates with the technical sections/units the projected demand ahead of budget formulation to establish the Mission’s annual supply chain plan (SCPT) and acquisition plan based on the mission priorities through a review of stock holdings, consumption patterns, procurement cycle times, requirements, and forecasts of internal and external customers. • Coordinates with the UN Global Service Centre (UNGSC) and /or UN Headquarters regarding the submission of the Mission’s supply chain plan (SCPT) as input for the consolidated global acquisition plan. • Integrates and monitors the implementation of the Mission Acquisition Plan; Coordinates with UNGSC and/or counterparts in other Missions on the availability of items before deciding to acquire new items either for replacement or additional requirements. • Works in close collaboration with internal stakeholders, such as the technical units within Service Delivery and Supply Chain Services/ Sections, and assists in the preparation of the technical specifications, e.g. Statements of Work (SOWs), Terms of Reference (TOR), etc. for various services and commodities not available from existing stock or systems contracts and ensure maximum standardization is used in requisitions. • Ensures that all requisitions for goods have accompanying requisitions for freight forwarding, as appropriate, and include guidelines for suppliers for detailed packing instructions and delivery plan by destination. • Ensures adequate lead times from requisitioning so that realistic foreseen delivery dates are duly inserted in the requisitions; also ensures that all requisitions are in compliance with contract terms and agreed delivery schedules. • Ensures that service contracts requirements and maintenance plans are duly requisitioned with standardized terms and conditions. • Interacts regularly with internal stakeholders to review changing priorities and emergencies and establishes approaches for adjustments. • Performs local market search for immediately required goods and services, obtains the same through accepted procurement procedures, gathers relevant information for further processing. • Ensures implementation of mission policies and procedures, including Standard Operating Procedures (SOPs), guidelines and instructions, governing the requisitioning and procurement process. Ensures the periodic review and maintenance of same. • Develops the internal control systems including maintenance of accurate and complete accounting, reporting and all electronic/hard copy records for quality control purposes and ensure proper audit trail. • Oversees individual yearly work plans and supervises staff of the Acquisition Management Unit; establishes priorities and sets performance goals for staff; recommends and coordinates training programs; actively engages in management performance duties and ensures the provision of guidance development, constructive feedback, performance evaluation and appraisal, and provision of administrative support and other management functions to staff in his/her area of responsibility. • Provides strategic guidance to the Chief Supply Chain and Service Delivery Management on quality control issues related to requisitioning of the Mission Priority Projects. • Performs other duties as required.

Education
High School Diploma (or equivalent) is required.
Job – Specific Qualification
Technical or vocational certificate in at least one of the following areas is required: logistics, supply chain management, business administration and procurement. Computer skills: good working knowledge of software applications such as Word, Excel, Access, PowerPoint and databases is required.UMOJA (UN ERP) Source to Acquire training, for the acquisition of goods and/or services in support of the requisitioning and procurement process is required.
Work Experience
A minimum often (10) years of progressively responsible experience, including at least three years at the international level, in supply chain management, logistics, procurement, administration or related area, is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first level university degree. Experience in providing logistics and supply chain support services in a conflict or post conflict environment is required. Experience with MRP (Materials Requirements Planning), ERP (Enterprise resource planning), e.g. SAP ECC (ERP Central Component), or SRM (Supplier Relationship Management). Dashboard and Power Business Intelligence (BI) in the areas of scheduling, procurement and logistics processes is required. Experience in Supply Chain Planning Tool- SCPT for Gross Demand and Net Demand is required. Relevant experience as a UN requisitioner is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of Arabic is desirable. .
