Position Summary:

 

The University of California, Irvine’s Program of Research in Translational Technology Enabling High Quality Care (ITEQC) is currently accepting applications for a program evaluator to assist with a large-scale, statewide formative evaluation. Under the direction of the UCI Evaluation Principal Investigators, the applicant will support the design and implementation of a formative program evaluation for the Help@Hand Project. Help@Hand is a statewide collaborative innovation project to bring technology-based mental health solutions to the public mental health system in order to improve efficiency, impact, and reach. The ideal candidate would have expertise in program evaluation, evaluating mental health programs, especially those in real-world, community-engaged settings. Key responsibilities include but are not limited to: working with stakeholders to develop evaluation frameworks; developing and revising data instruments especially for pragmatic use; supporting data coordination, data collection, data entry, and data management activities including quantitative and qualitative data (i.e., interviews); and communicating findings by synthesizing information, generating data reports, writing reports, creating presentations, and preparing manuscripts. Additional duties include: working with UCI investigators and team, statewide project management staff, County leads, clinicians, peers, clients, and vendors; participating in multiple project meetings; communicating progress; presenting problems and their resolutions and discussing future processes; monitoring, managing, responding, and/or communicating requests and deliverables of the UCI Team or any other relevant party, as it pertains to developing and implementing the evaluation; maintain evaluation-related documentation and databases; and provide assistance with any institutional, county, or state regulations. Before Covid, the position would have required frequent travel by air to distant areas of California and in personal car throughout various counties within Southern California. During Covid, the position requires participation in a number of collaborative Zoom meetings.

Required:
 

  • At least 4-5 years of relevant work experience with a Masters of Arts/Masters of Science degree or 7-9 years (BA/BS) in in a biological field, social sciences, or public health, or equivalent experience in program evaluation. 
  • 2-3 years of direct work experience in the development, implementation, and analysis of program evaluation. 
  • Experience with data management and analysis. Proficient level data analysis skills in SPSS, SAS, or other statistical data analysis program. 
  • Experience using the Microsoft Office suite of applications (e.g., Word, SharePoint, Outlook, etc.). High Proficiency in desktop (e.g., PC Windows/Microsoft office environment), as well as tablet and smartphone usage (both android and iOS platforms). 
  • Clear and professional communication skills, both verbal and written. Strong problem solving and interpersonal skills, including the ability to work independently and to maintain collaborative relationships as part of a team. Detail-oriented with the ability to work quickly and accurately under deadlines, work on a number of tasks simultaneously, and organize and prioritize work in response to changing needs. 
  • Established track record showing the ability to manage a complex workload with changing priorities and frequent interruptions and to organize and prioritize fluctuating workloads. Established track record of multi-tasking abilities and ability to pivot and problem solve to overcome barriers with technology and non-technology issues within an unanticipated, immediate timeframe. 
  • Strong ability to work independently and as a team; ability to simultaneously manage/lead and take direction from supervisors. Established track record with the ability to develop and implement creative solutions to complex problems. Develops program-based protocols with critical attention to detail. 
  • Highly effective and professional interpersonal skills with individuals across all levels, including the ability to interact in a culturally competent manner with individuals across various racial/ethnic groups, age groups, gender identities, and LGBTQ status, across a broad spectrum of mental health issues. 
  • Foster and promote a positive attitude and professional work experience. 
  • Ability to synthesize multiple levels of information across various sources (e.g., meetings, technology, qualitative and quantitative data).

 

Preferred:
 

  • Experience with data visualization tools, such as SQL, R, Excel, and/or Tableau. 
  • Understanding and/or experience working in health or human services, such as behavioral health services, health care, housing, or child and family services. 
  • Demonstrated experience designing and implementing program evaluation work in service delivery settings.
