Mission and objectives

In support of the Government of Zimbabwe, the United Nations Development Programme (UNDP) has embarked on the implementation of a five-year Country Programme Document (CPD) 2022-2026.
UNDP focuses on areas that have a multiplier effect through a targeted build-up of capacities, policies, the creation of dialogue space, and scalable downstream interventions. Proposed downstream interventions will seek to provide platforms for citizen engagement in democratic processes and facilitate access to skills, knowledge and new technologies for increased income generation.
In so doing, UNDP Zimbabwe renders its support through the following three programmatic areas:
1. Democratic Governance
2. Inclusive Growth and Sustainable Livelihoods
3. Climate Change and Resilience Building

Context

The UNV Research and Administrative Office will support both the UNDP and Office of the President and Cabinet (OPC) in Harare, Zimbabwe working under the overall supervision of the SWG Adviser/Consultant to meet the overall objective of the Land SWG and Arrears Clearance process. The UNV will have a dotted reporting line to UNDP through the Team Leader, Transformative Governance Unit.

Task description

The UNV Research and Administrative Officer shall be required to carry out the following key activities:
a. Provide research support on land tenure and administration
• Working with co-chairs of the SWG, SWG Advisor and secretariat, provide research support on issues arising out of the discussions of the SWG and provide guidance as needed
• Research in support of relevant SDG indicators
b. Provide administrative support to the coordination of the Land Sector Working Group and sub-sector meetings
• Provide administrative support to the Co-chairs of the SWG and the SWG Adviser/Consultant in facilitating the implementation of activities outlined in the 2024 Workplan.
• Assisting in organizing the holding of Sector Working Group (SWG) Meetings. This includes maintaining an updated contact lists of members of SWG, issuing out invitations to members, taking notes and developing minutes for each meeting, and sharing the minutes with all members of the SWG
• Assist in organizing the holding of Sub-Sector Working Group (SSWGs) Meetings on: (a) Land Tenure Reforms, (b) Compensation of FFOs, and (c) Resolution of BIPPAs. This includes maintaining an updated contact lists of members of the SSWGs, issuing out invitations to members, taking notes and developing minutes for each meeting, and sharing the minutes with all members of the respective SSWGs.
• Where necessary, support inclusive community consultations and platforms for multi-stakeholder engagements
• Support collaboration and cohesion between the three SWGs and any other tasks as assigned
c. Support implementation of partnerships and resource mobilization strategies.
• Develop initial and first drafts concepts note/proposals for mobilising resources as assigned.
This is a UNV assignment as part of UNDP’s programming to the Government of Zimbabwe. The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
