ORGANIZATIONAL CONTEXT

 

Türkiye hosts the highest number of refugees in the world – 3.7 million people. Around 63,000 of the most vulnerable of them live in eight camps in the southeast, while the majority live in cities and villages throughout the country. The Government of Türkiye has demonstrated leadership and generosity in hosting this large number for close to a decade. Since June 2014, a temporary protection regime has granted Syrian refugees access to basic services such as healthcare and education. Asylum seekers from other countries continue to benefit from International Protection status. WFP re-established a presence in Türkiye in 2012, in response to the Syria crisis and transitioned its programmes from basic needs assistance to livelihood support as the needs of the target population evolved. WFP Türkiye’s Country Strategic Plan (CSP 2023-2025) seeks to continue assisting refugees in camps, provide services to humanitarian and development partners, and implement sustainable livelihood programming to build the self-reliance of vulnerable Turks and refugees alike. The CSP has been revised to integrate the recovery efforts following the devastating earthquakes of February 2023, focusing on restoring and revitalizing the food value chain in the earthquake-affected regions.

The Research, Assessment, and Monitoring (RAM) unit aims to provide credible, relevant, and timely evidence that forms the basis for the design of WFP operations. The RAM unit provides the necessary information for strategic and operational decision-making, resource mobilization, and accountability to beneficiaries.

KEY ACCOUNTABILITIES (not all-inclusive)

Within the assigned unit and delegated authority, the RAM OFFICER will be responsible for the following duties:

Lead and manage the unit that is responsible for: 

  1. Tracking, collecting and analyzing programme performance to inform decision-making;
  2. Maintaining operational focus on results, and;
  3. Generating data for outcome/impact analysis and evaluations.
  4. Monitoring macro and micro economic events that may have implications for WFP or its beneficiaries, conducting analysis to understand their localized impact on people and our ability to respond with appropriate assistance.
  5. Developing approaches and tools to assess the ability of households to meet their essential needs (including food, health, shelter, education and other basic needs), strengthening national capacities.
  6. Supporting Programme Unit to embed evidence acquired through monitoring to be utilized throughout the Programme Cycle.
  7. Ensure that the use of evidence is used to support a more holistic, coherent, and strategic approach to programme development and;
  8. Enables WFP to determine whether lives have been successfully saved and changed as a result of interventions from WFP and others, including national governments, NGOs and UN agencies

STANDARD MINIMUM QUALIFICATIONS

Education:    

Advanced University degree in Economics, Food Security, Statistics, Data Science, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses

Experience:    

  • Minimum Three (3) years of postgraduate experience or Five (5) years after first university degree.
  • Demonstrated ability to provide managerial and technical guidance for designing and conducting analyses, including computation, interpretation, and presentation of results for food security surveys and key indicators (comprehensive food security and vulnerability surveys, food security monitoring, implementing mobile surveys, market analysis, food consumption scores, coping strategies indices. data disaggregation, etc.)

Knowledge and Skills: 

  • Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.
  • Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.
  • Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards

 

Language: Excellent written and oral communication skills in English and Turkish
