EAPN Poverty Watch
 
EAPN is looking for a research analyst to conduct its annual report on the state of poverty and social exclusion. The European Poverty Watch report is a compilation of data and analysis from EAPN members’ bottom-up research national reports. It is an evidence-based report on the current trends and policies on poverty and social exclusion in Europe with concrete recommendations on EAPN’s priority matters. Every year, this exercise, as our key advocacy tool, puts poverty as a multidimensional concept at the top of the European political agenda, addresses the root causes of poverty and amplifies the voices of people experiencing poverty both at national and regional levels. The National Poverty Watches are rooted in the reality of EAPN members’ work, and the priorities and expertise of people
experiencing poverty (PeP).
Above all, it should be an effective communication tool aiming to a)signpost key developments/trends on poverty and the impact of social, economic, digital and green policies at the national level, b) identify the key issues and c) propose person-centred and rights-based solutions.
Whilst the target audience of the European Poverty Watch report is European stakeholders, the national Poverty Watch aims to reach both national and EU decision-makers, as well as national stakeholders, civil society organisations, universities and the wider public.
 
Objectives for the 2023 European Poverty Watch
  • Monitor and track the use of funds in welfare policies, including in the implementation of the European Pillar of Social Rights Action Plan.
  • Showcase policy gaps/shortcomings as well as good examples in key national reforms, including, when relevant, analysis of national anti-poverty strategies.
  • Tackle gaps statistics heavily limited to the notion of households, and include data from shelters prisons, institutionalized care, and minorities missing from national statistics.
  • Engaging with civil society organisations working with communities affected by poverty in the field of social & economic justice (anti-discrimination, youth organisations, trade unions and workers, energy poverty groups, informal local coalitions, etc…).
  • Raise awareness about the impact of social policies on people and the planet.
  • Present recommendations to the EU and national levels.
Role of the consultancy
  • Analyse the data and extract trends and key recommendations. The consultant will work with a total of 21 national reports, from 20 to 30 pages each, EU members State and neighbouring countries
  • Draft a report (maximum of 30 pages in Word document, without layout), providing an overview of the state of poverty in Europe, based on the evidence collected by the national report and desk research.
  • Facilitate consultation and review (two rounds maximum, of max 2 weeks each) with EAPN national networks and EAPN policy team
  • The final draft will need to be submitted by the end of February 2024 to the EAPN Secretariat, in Word format, to be proofread and layout.
Requirements
Essential qualifications
  • Ability to analyse and synthesize complex material
  • Experience working with social justice grassroots, NGOs and/or in European or national membership-based organisations
  • Experience working on policy/advocacy in an EU or national policy context
  • Experience in policy analysis related to social justice
  • Experience working with national NGOs tackling poverty and social exclusion, discrimination or social injustice in general
  • Excellent writing, communication, organisation and coordination skills
  • Both written and oral fluency in English
  • Computer literacy
  • Ability to cope with competing deadlines
 
Ideal Qualifications (Preferred, but not Required):
  • Fiscal Justice Expertise: Knowledge of fiscal justice principles and sustainable welfare state concepts, in particular, experience conducting research and analysis on the economic and social impacts of austerity measures is a plus.
  • EU Policy Proficiency: Previous work in EU policy contexts, particularly concerning the Stability and Growth Pact, EU economic governance framework, European Semester and/or European Pillar of Social Rights Action Plan is preferred.
