Position description

NORC is seeking a Research Director/Chief of Party (RD/COP) for USAID’s Research and Analytics for Development (RAD) contract. The contract aims to provide high-quality analytical and evidence building services to USAID/PLR and other operating units. The Research Director/Chief of Party will serve as the primary Contractor liaison with the COR as it relates to all aspects of the Contractor’s responsibilities under this contract.

The RD/COP position is preferably based in the DC-Maryland-Virginia (DMV) area, with the possibility of hybrid or remote working arrangements. This is a contract role and contingent on USAID contract award to NORC.

RESPONSIBILITIES:

The RD/COP will be responsible for overall project leadership and management, quality control, and effective, efficient, and timely implementation of all project activities in compliance with the contract. Specifically, they will:

  • Manage overall and day-to-day project operations, which may include, but are not limited to, communications, administration, logistics, procurement, staffing/recruitment, budgeting, finances, and reporting.
  • Manage project team comprising in-house staff, consultants, and subcontractors, including academic PIs and academic teams.
  • Ensure buy-ins and core-funded activities are implemented in accordance with the approved budgets, USAID regulations and procedures, and the specifications of the SOW.
  • Serve as the main point of contact with USAID, liaising with the AO, AOR, and Activity Managers on matters related to overall program management.
  • Manage multiple concurrent activities (buy-ins and core-funded) with Activity Managers from different Missions/Bureaus/Operating Units across USAID, rapidly allocating high-quality staff/consultants to meet the demands all activities.
  • Manage and hold accountable staff, consultants, and subcontractors for completing activities and producing interim milestones and final deliverables in accordance with workplans and timelines.
  • Ensure high-quality technical services/deliverables.

Qualifications

  • Demonstrated leadership, management, and operational experience in overseeing multiple tasks and priorities at the same time, and effectively determining priority actions. This includes experience managing large-scale, worldwide research and analytical programs with time sensitive deliverables, as well as people management skills.
  • At least ten years of experience in performance and impact evaluation, research, field surveys, assessments, and other analytical. This experience should include strong quantitative analysis skills and knowledge of DRG development programming.
  • A PhD degree in a relevant field.
