The Development Economics (DEC) Vice Presidency
DEC is the primary hub of the World Bank’s knowledge system. Through its various functions – research, global analysis and development data – it serves member countries and the Bank in generating knowledge and absorbing, disseminating, and utilizing it for economic development and poverty reduction around the world. DEC seeks to increase understanding of development policies and programs by providing intellectual leadership and analytical services to the Bank and the development community. DEC’s structure reflects these objectives, comprising the Development Research Group, Development Data Group, Global Indicators Group, Development Impact Evaluation Group, and a Development Policy unit.
Located within the Development Economics Vice Presidency (DECVP), the World Bank’s Development Impact Evaluation (DIME) Department excels at producing rigorous, independent research that transforms development. The Department covers the breath of development issues organized across research programs in Economic Transformation & Growth, Gender Economic Opportunity & Fragility, Governance & Institution Building and Infrastructure & Climate Change. With its cross-cutting expertise on a broad range of topics and countries, the department contributes to making DECVP one of the most influential centers of development research in the world. DIME researchers collaborate with the World Bank’s operations and other development partners to generate and incorporate rigorous research findings in policies at scale.  DIME research appears in academic journals, the Policy Research Working Papers, books, blogs, and World Bank flagship publications.
DIME is looking for a Research Manager with excellent technical and managerial skills, and an established record of analytical excellence and publications, to lead its research program in Infrastructure and Climate Change.
Responsibilities
The research manager will report to the Director of DIME. DIME managers are accountable for performing the responsibilities, modeling the behaviors, and maintaining the technical competencies listed below in their capacity as members of the DIME Management Team. Accountability means being answerable for balancing quality, risks, results, institutional initiatives and compliance with Bank policies and procedures.
Research managers lead thematic research teams in DIME. DIME research teams are expected to work closely with Bank clients and operations to put evidence at the center of policymaking, informing design, scale-up and scale-down decisions along the development path of each policy engagement. In addition, research teams are expected to leverage these research engagements for the public good, generating peer-reviewed academic publications in top field and general interest journal, and providing relevant policy advice and technical expertise to colleagues throughout the World Bank and beyond.
In this position, the research manager will be a leader in their field of work and be recognized inside and outside the World Bank for their expertise.  The research manager is expected to have led teams through the generation of policy-relevant scholarly research working in close collaboration with policymakers to affect decisions and produce a strong publication record in peer-reviewed academic journals.
Research managers are expected to provide strong intellectual leadership in the Bank and beyond. In addition to being regular contributors to major Bank initiatives, they will be recognized for their outreach, peer review services, training and overall leadership in World Bank activities related to their research programs.

 

Selection Criteria

 

•Ph.D. in Economics (or equivalent) with at least 12 years of relevant experience in positions of increasing complexity and responsibility.

•An outstanding and active peer-reviewed academic publication record, as well as a strong pipeline of ongoing research.

•Deep expertise in leading research programs and teams in one or more of the areas of agriculture and rural development, firms and development, human development, gender, social protection and fragility, public sector governance, infrastructure and climate change, and a record of providing relevant policy advice and technical expertise to colleagues throughout the World Bank or other development institutions, as well as to policymakers in client countries.

•Track record of fundraising to support programs of research at the thematic and country levels.

•Strong leadership and managerial skills, including demonstrated ability to provide mentorship and guidance, to manage change, to lead diverse teams to deliver high-quality and impactful products and services, and strong track record of having the courage of their convictions.

•Demonstrated effectiveness in promoting cooperation and fostering coordination with a wide range of clients and internal and external partners.

•Excellent people skills and proven ability to work in a collaborative environment with team members and other colleagues across organizational boundaries, with strong commitment to promoting knowledge sharing and staff development.

•Strong communication skills, including the ability to write and speak persuasively and present ideas clearly and concisely to an array of audiences, with exposure to the media, external constituencies and expert groups.

•Broad knowledge of Bank’s products, services, and processes; familiarity with World Bank research products and processes preferred.

•Strong familiarity with donor engagement.
