UNDP’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”.
Programme Background
UNDP’s Palestinian Programmatic Framework (PPF) 2023-2025 sets out a vision of “a world in which all Palestinians can enjoy a dignified life and fulfil their own vision of a unified, peaceful and free society”. The PPF is centred around the concept of “Transformative Resilience” and its three elements: a cohesive Palestinian identity, self-reliance, and ownership and leadership.
Over the next three years, UNDP/PAPP will build on its experiences and achievements to make critical contributions to the priorities defined by the Palestinian national development plans and the UN Sustainable Development Cooperation Framework (UNSDCF), through interventions in three programmatic priority areas: i) democratic governance and quality services; ii) inclusive economic opportunities; iii) sustainable natural resources management.
UNDP/PAPP is currently implementing the third Phase of a multi-year Rule of Law and Access to Justice programme in Gaza Strip and West Bank known as Sawasya III. It is a UNDP, UN Women and UNICEF Joint Programme that aims at comprehensively promoting and advancing the rule of law, justice, security and human rights in the State of Palestine.
Sawasya III is a five-year joint programme (2024-2028) designed to reinforce equal access to justice for all Palestinians. The programme seeks to support the Palestinian government in establishing a protective, inclusive, and responsive justice system that honors human rights and promotes gender equality. It is tailored to address the specific needs in various areas of the West Bank, including Area C and East Jerusalem, Hebron 2, and the Gaza Strip.
As part of the third phase of the programme and backed by a consortium of development partners, with numerous national and international actors, Sawasya III supports government institutions and civil society working in justice, security and protection to strengthen access to efficient, equitable and accountable services for Palestinians in Gaza and the West Bank, including East Jerusalem. Partnership with UN Women and UNICEF in this joint programme underpins the gender and child rights components throughout the justice chain and within relevant public services.
The Research and Reporting Specialist will work in close collaboration with the operations, communications and other programme staff in Jerusalem, Ramallah, Gaza Strip, UNDP, UN Women and UNICEF to ensure that reports are developed and delivered, knowledge management processes are established that allow for timely access to information and its results.
The Research and Reporting Specialist is expected to:
1. Ensure the implementation of monitoring and reporting policies and strategies, focusing on achievement of the following results:
• Provision of regular update and input in monitoring of project activities, to assess overall project implementation with respect to project objectives, outputs and indicators.
• Provision of effective troubleshooting, suggestion for corrective measures to be undertaken, and make arrangements of technical assistance to implementing partners based on results of monitoring, where necessary.
• Timely reporting arrangements are in place and being implemented to ensure that the reporting requirements are met in a timely manner.
• Ensure the systematic consolidation of reporting processes and the delivery of high quality annual and mid-year progress reports.
• Timely collection of information and drafting of beneficiaries’ stories impacted by Sawasya Programme.
• Analysis of data related to the project at the national level.
• High-quality data presentations, data maps, statistical spreadsheets for internal and external consumption: (government, other UN agencies, etc.).
• Effective showcase to external stakeholders on progress made and impacts delivered.
2. Ensure effective support of the implementation of programme plan, focusing on achievement of the following results:
• Provision of input for the Joint Programme Manager on the needs for evaluation based on the donor agreements.
• Coordination with the Programme team and the stakeholders to ensure smooth conduct of the reporting.
• Provision of high quality of data and strategic inputs for improving and developing the future interventions.
• Support the process of synthesizing best practices and lessons learned linked to implementation.
3. Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and reporting, focusing on achievement of the following results:
• Effective support to project staff in identification, documentation, synthesis of lessons learned and best practices to be integrated into broader knowledge management efforts.
• Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
• Manage knowledge flow and synthesize relevant information in support of the annual programme board meeting.
Establish system and updated documentation of research reports, papers and evaluations are maintained.
• Identify gaps and strategize knowledge product development in close collaboration with the Sawasya III team.
• Draft talking points and briefing packets for senior staff attending programme events
4. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Research and Reporting Specialist will report directly to the Sawasya Joint Programme Manager and will work in close collaboration with the operations, communications and other programme staff in Jerusalem, Ramallah, Gaza Strip, UNDP, UN Women and UNICEF.
