Research Security Officer (Remote/Hybrid)

Required Qualifications (as evidenced by an attached resume):
Bachelor’s degree (foreign equivalent or higher) and three (3) years of full-time experience in research, research administration, and/or another relevant field (export compliance, foreign influence reviews, sponsored program administration, etc.). In lieu of a Bachelor’s degree and three (3) years of experience, any combination of relevant education and experience totaling seven (7) years (relevant experience may reflect research, research administration, and/or another relevant field i.e. export compliance, foreign influence reviews, sponsored program administration, etc.) may be considered. Generalized knowledge of federal regulatory requirements as they relate to research security including foreign influence and export controls. 

Preferred Qualifications: 
Master’s degree (foreign equivalent or higher) in business, science discipline, or related field. Two (2) years of full-time experience with federal regulatory requirements or research compliance experience as they relate to research security including foreign influence and export controls. Experience with presentation tools such as PowerPoint, Google Sheets, etc. Experience with developing trainings and/or safety plans. 

Brief Description of Duties: 
The Research Security Program covers research security, export controls, foreign influence, and conflict of interest. The Research Security Officer will support the Director for Research Security in the execution of a comprehensive research security program with a primary focus on research security and export controls. They work with faculty and researchers to assist them with compliance in these areas. The Research Security Officer will back-up the Director in other areas of the research security program (i.e., conflict of interest and commitment and disclosure to federal sponsor agencies).

The successful incumbent will have strong organizational skills. The Research Security Officer will have the ability to interpret government regulations and communicate complex regulations and requirements to others. They will be required to maintain confidentiality related to sensitive information and to perform and document detailed reviews of complex situations.

Research Security – Foreign Influence and Export Controls

      Manage restricted party screening processes. Work with users of screening software and with the vendor to grant access, train users, and manage dynamic screening, in support of Export Controls and to address the risks of Undue Foreign Influence for national security purposes.

      Review international visiting scholar (J-1 or H-1B) requests that come through Visa and Immigration Services.

      Review visitor requests (other than University-sponsored international visitors). Coordinate with academic departments, Human Resources, and the Office of General Counsel as needed.

      Review international travel requests.  Review to include compliance with U.S. sanctions, technology export concerns, foreign influence, and security risks.  Advise travelers.

      Review international shipments, for faculty, staff and students, as requested.  Review to include compliance with U.S. sanctions, technology export concerns, and security risks.

      Review grant proposals for compliance with federal sponsor foreign engagement criteria (i.e., foreign components, collaborators, subgrantees).

       Assist the Director of Research Security with the drafting and monitoring of Technology Control Plans and Program Management Plans.

      Collaborate with researchers, Division of Information Technology (DoIT), other OVPR and university offices to implement IT and physical safety plans for higher risk research activity.

Coordinate activities that contribute directly to research security

      Assist the Director of Research Security with website content, newsletter preparation and training materials in all areas in the Research Security Program.

      Organize and manage record-keeping systems in line with federal requirements.

      Independently and with the Director of Research Security, serve on campus committees that are focused on research security (foreign influence and/or export controls).  Keep notes, organize and lead meetings.

Research Security Training

      Develop and implement training and guidance materials related to research security.

      Promote compliance with regulations by working with departments and researchers through outreach activities/trainings.

Other duties as assigned, which include:

      Serve as the backup for the Conflict-of-Interest Coordinator

      Serve as the backup for the Director of Research Security for activities not expressly assigned.

The Research Foundation of SUNY is a private educational corporation. Employment is subject to the Research Foundation policies and procedures, sponsor guidelines and the availability of funding. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
