Researcher for Energy Sector

Coalitions for Change (CfC) is an adaptive program managed through a partnership between The Asia Foundation and the Australian Embassy in the Philippines. Now in its third phase, CfC aims to continue contributing to creating a more stable, prosperous, and resilient Philippines. The program focuses on improving lives, expanding opportunities, and fostering growth in line with the strategic objectives of both the Philippine and Australian governments. These objectives include enhancing stability, bolstering economic growth, increasing institutional and community resilience, and ensuring inclusivity and sustainability. At the core of CfC’s approach and effectiveness are the Philippine leaders in civil society, the private sector, and government, who are committed to pursuing innovative and transformative reforms.

Background of the Project

Coalitions for Change works with partners to introduce transformative policies in the Philippines. One of CfC’s portfolios, Economic Reform, is seeking to hire a researcher for one of its sectoral focuses: the Energy sector. Under this sector, it will conduct technical analysis and coalition-building activities to produce technically sound and politically feasible policy reforms in these sectors.

Scope of Work of the Contractors

The successful candidates shall:

• Provide technical assistance in the research and development of policy papers, briefers, presentations, and other reference materials to be presented to government officials, partners, and key stakeholders.
• Conduct a desktop review of policy issuances, documents, and other relevant documents and policies, as well as review the other programs of development partners (World Bank, ADB, etc).
• Organize and lead meeting documentation; craft presentations, and organize research data and outputs, as necessary and as needed to support the team.
• Network, coordinate, and collaborate with government agencies and civil society organizations, coalitions, advocacy groups, and other stakeholders.
• Contribute to team discussions and strategy planning
• Maintain collaborative relationships with the CfC Economic Reform team, its network, and partners.

Qualifications:

• Bachelor’s degree in relevant discipline in energy sectors and/or relevant fields (e.g., Political Science, Public Administration, Development Studies, Economics). A master’s degree is a plus but not necessary.
• At least five years of professional experience in policy research and development, particularly in the Philippine energy sectors.
• Working knowledge of the Philippine government and policy environment and a broad understanding of the latest development issues with a focus on the energy sector
• Effective written and verbal communication skills in both English and Filipino
• Working knowledge of research methods and techniques
• Ability to analyze, interpret, and summarize data.
• Ability to self-direct, balance competing priorities, meet deadlines, and work on flexible hours.
• Working experience in adaptive management teams and development entrepreneurship is preferred but not required. Development entrepreneurship is a development approach in achieving technically sound and politically feasible reforms.
