The overall aim of this assignment is to update and expand the geographic scope of the “Toolkit on regulatory approaches to noncommunicable diseases: healthy diets and physical activity” (South-Asia edition) by incorporating country-specific data and information on diet and physical inactivity-related non-communicable diseases (NCDs) for Nepal and providing an overview of the relevant national legislation and policy frameworks.
This Toolkit has been developed as part of the Global Regulatory and Fiscal Capacity Building Programme (Global RECAP)[1] to provide public health and law scholars and students with resources to explore legal mechanisms for mitigating NCDs and addressing other global health challenges. While this Toolkit has a focus on South Asia, the current version includes Bangladesh and Sri Lanka, where Global RECAP has been implemented. Following the expansion of Global RECAP to additional South Asian countries, IDLO seeks contractors to develop an additional chapter on Nepal to be included as an Annex to the Toolkit.
The contractor(s) will undertake the following activities:
[1] The Global Regulatory and Fiscal Capacity Building Programme (Global RECAP, 2019-2026) is a collaborative project between IDLO and the World Health Organization (WHO), in coordination with the International Development Research Centre (IDRC), with financial support by the Swiss Agency for Development and Cooperation (2019-2025), the OPEC Fund for International Development (2019-2022), and the European Union (2024-2026). Global RECAP is focused on building regulatory and fiscal capacity to support the implementation of effective policy interventions that promote healthy diets and physical activity, fostering environments for coherent and equitable public policies. The first phase of the Programme (2019-2022) offered support to Bangladesh, Kenya, Sri Lanka, Tanzania and Uganda. The second phase (2022-2026) continues providing support to phase I countries, with support extended to Ghana, Indonesia, Mauritius, Nepal and Thailand from 2024.

The contract will have a duration of 4 months, with an expected start date at the end of September or beginning of October 2024. Total remuneration for the assignment will be EUR 2,500. Payment will be made by installment based on the satisfactory completion of the agreed work. The cost of travel and accommodation to participate in the workshop (if in person) will be covered by IDLO.
