Mission and objectives

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Context

Since the Russian full-scale invasion of Ukraine on the 24th of September 2022, roughly 3.7 million Ukrainians have become internally displaced, and more than 6.3 million Ukrainians have become refugees with the majority of refugees having fled within Europe. The majority of those displaced are women, children, and the elderly. In the context of the crisis, access to education has been disrupted, as has access to employment and training opportunities for young people. The challenge of NEET youth (youth not in employment, education or training) was already salient in Ukraine prior to the full-scale invasion, with youth unemployment standing at roughly 19 percent. Gaining a further gender-sensitive understanding of how exactly the situation of NEET youth, particularly young women and girls, has evolved since the invasion is integral to addressing the longer-term impacts of the crisis as it moves into its second year and ensuring that the multifaceted needs of young women and girls are included into ongoing response efforts. Given their combined expertise and focus on youth and gender, UN Women and UNICEF intend to collaborate in the development of a brief on behalf of the Regional Gender Task Force (RGTF) focused on the challenges faced by Ukrainian NEET young women and girls to raise further awareness of this issue.
