Job Description:
PURPOSE OF THE POSITION:
The Resource Development and Partnerships Manager role is to provide leadership in developing and implementing the resource acquisition and diversification strategy for World Vision Timor-Leste (WVTL); strengthening partnerships with donors, INGOs, NGOs, and CSOs to acquire funding; and building grant acquisition and management capacity within WVTL.
The position will coordinate and implement grant acquisition processes and requires strategic programmatic thinking and innovation to develop technically sound and innovative proposal ideas. The position also requires an ability to network and build strategic relationships with donors and development partners to increase funding opportunities and strengthen reputation and positioning of WVTLs development work. The position also leads on relationship management with WV Support Offices and Regional Office in relation to resource acquisition.
MAJOR RESPONSIBILITIES:
Develop and lead on implementing the resource acquisition strategy.
- Contribute to WVTL national and sector strategy development, and ensure grants align and contribute to WVTL national strategy outcomes and targets.
- Develop and implement WVTL resource acquisition strategy, including donor market analysis, and donor engagement plan.
- Contribute to strategic programmatic thinking and innovation, and collaborate to identify target areas for funding needs and develop a pipeline of new business offerings and products that appeal to various markets and deliver on WVTLs national strategy.
- Work with Finance Manager and Program Quality Manager to determine acquisition business targets.
Develop quality proposals that achieve income targets.
- Undertake donor mapping to identify potential grant, PNS and other funding opportunities, in alignment with the national strategy.
- Review calls for proposals and make Go-No Go recommendations on opportunities, based on national strategy alignment, technical expertise, likelihood of success, and work load.
- Lead cross-functional teams and design workshops to develop technically sound and innovative proposal ideas, theories of change and log frames.
- Manage development and submission of quality proposals aligned with donor requirements, including coordination of competitively costed budgets.
- Ensure that donor requirements and standards are well understood, through a clear handover process to the implementation and DME team.
- Develop concept notes and proposals during emergency situations
Build collaborative partnerships with donors, development partners and World Vision Support/Regional Offices
- Identify potential implementation, learning, and technical partners among INGOs, NGOs, and CSOs and build relationships to pre-position for future opportunities.
- Develop capacity building plans for key local partners in conjunction with Operations
- Actively network with donor and development partners at the national level to identify potential grant, PNS and other funding opportunities, in alignment with the national strategy.
- Actively engage and build strategic relationships with donors to strengthen reputation and positioning of WVTLs development work.
- Lead on brokering consortia partnerships with peer organisations to develop quality grant proposals.
- Collaborate with WV Support and Regional Offices to regularly identify funding opportunities.
- Collaborate with WV Support Offices to develop quality grant and PNS proposals.
Provide ongoing capacity building to grants acquisition and management staff as appropriate.
- Lead capacity building of WVTL staff (particular focus on the grants acquisition coordinator) in proposal development by providing support, coaching and mentoring.
- Conduct monthly staff meetings and one-to-one sessions to provide regular coaching and mentoring with all direct reports.
- Conduct all required performance management processes, including managing staff professional development plans.
Ensure compliance management of grants to donor standards
- Keep up to date with donor standards and ensure these are understood by Operations team
- Ensure tracking of grant acquisition performance metrics.
- Ensure tracking of grant reports and milestones
- Alert Operations and Program Quality Manager to any compliance issues
- Undertake periodic monitoring of high-profile or high-risk grants
REQUIREMENTS:
- Demonstrated 5 years experience in successful project design, proposal writing, funding acquisition, and donor relations.
- Experience in developing and implementing resource acquisition strategy and work plans.
- Experience in managing and successfully growing institutional donor relationships.
- Experience in influencing and networking, and consortia/network development.
- Experience in preparing and leading skills training workshops or other capacity building.
- Bachelors degree in development studies or other related degree MSc/MA in Development Studies, International Relations, Business Administration, Social Sciences or Technical (e.g. Public Health, Agriculture, Economics) preferred.
- Knowledge of international best practice in project and program development and design (e.g. problem analysis, pathways of change, development of results frameworks, targets and budgeting), resource acquisition, major donors and multi-laterals, and donor relations.
- Knowledge of program cycle including project planning, design, monitoring and evaluation.
- Knowledge of major institutional donor specific priorities, processes, and standards
- Knowledge of Timor-Leste context, and latest development thinking on health, nutrition, livelihoods, disaster management, gender and child protection programming.
- Demonstrated ability to work well with national staff and a passion for capacity building, staff and organisational development.
- Strong planning, organizational and project management skills and ability to prioritize and handle multiple tasks.
- Experience working in programming in emergency response settings.
- Must be able to travel to remote project locations to lead workshops.
