UNDP Indonesia has a complex and challenging Country Programme covering a wide range of environment related issues, including climate change mitigation and adaptation, environmental governance and natural resource management, pollution, protecting biodiversity, renewable energies and waste management. The Programme also pursues linkages with other projects and programmes addressing issues such as disaster risk reduction, poverty eradication and inequalities under the framework of Sustainable Development Goals. 

The UNSDCF and UNDP Country Programme Document (CPD) are designed in full alignment with the 2030 agenda, The strategic priorities of UNDP Indonesia for the next five-years are encapsulated under four outcome areas: 1) Inclusive Human Development; 2) Economic Transformation, 3) Resilience to Climate Change and Disasters, and 4) Innovations for accelerating the achievement of the SDGs. 

Within the Indonesia Country Office (CO), the Operations Team provides programme with backbone support and services related to finance, procurement, human resources, digital services, travel, and logistics, as well as common services and CO transactions support. The team further provides demand-driven Common services to the UN agencies (per agreed procedures). In addition, the team will provide administrative support to UNDP Staff including project personnel on areas such as protocol, visa facilitation, travel, and others. 

Within the Country Office (CO), the Programme team has a responsibility of developing, providing oversight, and ensuring adherence to the quality standards of UNDP’s projects and programmes in full alignment with the priorities set out in the CPD and UNSDCF. Programme staff provide high level advice on programming, technical issues covered under the CPD, advocate for UNDP Corporate messages and engage partners including governments, private sector, development partners, civil society organizations, UNDP corporate bodies including regional and Headquarters to coordinate and catalyze knowledge, lessons learning and partnerships to design effective and innovative programmes. Programme team further oversees effective implementation of the country programme and its outcomes and strategic direction of UNDP, contribution to UN cooperation framework.  The team further ensures that quality principles as per the UNDP policies and guidelines are adhered to during the entire cycle of programming and across management of portfolios. Strategic partnerships support resource mobilization and identify strategic programme areas of cooperation for new initiatives, including joint programming opportunities. Programme team is responsible to maintain effective partnerships with relevant development partners and government, UN Agencies, IFIs, government institutions, bilateral and multilateral donors, private sector, and civil society in the designated support areas.

The CO also comprises of the Management Performance and Oversight team that provides strategic guidance entrusted with the corporate alignment, programme finance management, and quality assurance. It works closely with programme teams in target-setting, and results monitoring/reporting.

The strategic communications team provides knowledge management and communication support to all programme interventions.

Position Purpose

Under the overall guidance and the direct supervision of the Programme Specialist, Management and Performance Oversight, the Resource Management Analyst is responsible for coordinating programme financial and resource management oversight and compliance activities of the Office and provides advice on quality assurance and supports oversight work for CO programme and operations activities. S/he will have the responsibility and accountability for effective and efficient provision and coordination of programme finance oversight advisory services to the Senior management and CO units, including on resource management, and contribute to the overall management performance within the Country Office and organizational learning to enhance the impact and relevance of the country programme.

The Resource Management Analyst promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations and works in close cooperation with Management, Programme, Operations and other Teams in the CO, Regional Hub and Regional Bureau and various HQ units.

To be successful in this role, the Resource Management Analyst should have a strong programme finance management background, sufficient knowledge of enterprise risk management, including advanced analytical skills. S/he should have strong teambuilding, interpersonal and communication skills, be able to work under pressure, and be able to look at issues from different angles and find creative solutions. 

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities

Ensure strategic oversight of resource planning, monitoring and reporting of development initiatives:
  • Proper monitoring and oversight of internal control mechanisms and compliance of project and programme resource management actions, at the design, implementation and closure stages, to ensure that they are implemented consistently and in accordance with UN/UNDP rules, regulations, policies and procedures (POPP).
  • Provide advice and quality assurance on the design and implementation of internal control frameworks and oversight processes in the office.
  • Establish standard operating procedures and business processes for quality of the project budgets formulation and delivery, including costing of results, availability of resources, and reporting requirements to enable adequate monitoring and oversight.
  • Ensure strategic inputs to project design, pre-appraisal and quality assurance reviews of the draft project documents to improve the quality of programming, including multi-year work planning, capacity assessments for financial reporting, resource management, cost-recovery including DPC, and financial arrangements etc.
  • Contribute to the achievement of project objectives and outcomes through active oversight review of projects; assessment of reliability and integrity of financial information provided in project reports and corporate systems, and the completeness of supporting documents.
  • Support transparency and accountability in project resource management, and overall programme management and carry out targeted performance reviews to ensure targets are met; and make appropriate recommendations for improvement.
  • Support efforts in integration of women empowerment and gender mainstreaming in programming budgets, including quality assurance of assigned gender markers and investments on gender mainstreaming, as required.
  • Monitor and advise on financial and operational risks, including risk identification, risk assessments, risk analysis for decision making, design and implementation of risk mitigation strategies, actions, risk escalation, and take necessary remedial action in consultation with senior management. 
  • Ensure quality advise and support to programme teams on effective use of tools and methodologies for resource planning, monitoring and reporting to better orient environment vertical fund projects and other donor-funded projects against UNDP corporate and donor policies related to programme and project management, offering concrete options to enhance finance compliance, finance performance analytics, and other available sources of lessons and best practices.
  • Perform other tasks/duties that may be required upon direction of  supervisor.

Oversee risk management and assessments, for risk-informed programmes and operations:

  • Monitor and coordinate effective follow-up to theHarmonized Approach to Cash Transfers (HACT) Direct Implementation /(DIM) and CO audits, analyze audit findings and support preparation of the improvement plans, facilitate regular monitoring of capacity development activities for all projects.
  • Ensure proper implementation of anti-fraud mechanisms and anti-money laundering and countering finance terrorism (AML/CFT) policies and procedures. 
  • Ensure proper partner risk management mechanisms within the office (Due diligence, vetting, and risk assessments) and determination of residual risks for management. 
  • Oversight Focal Point for Harmonized Approach to Cash Transfers (HACT), coordinate required actions with programme and operations staff, oversee the quality of HACT implementation, including advice on the management of project level cash transfers to Implementing Partners/Responsible Parties.
  • Elaborate office business processes mapping and development of risk-informed SOPs; identify opportunities for converting business processes into web-based systems to enhance efficiency, accountability, and risk management.

Ensure effective resource management, including promoting efficiencies and sound budget management performance:

  • Ensure proper quality assurance for resource management and allocations, including financial reporting (programme resources, IB etc.)
  • Monitoring and advisory support to programme planning, resource allocation, and consolidated project budget planning, and ensure the corporate systems are up to date and reflect accurate data on resources.
  • In collaboration with the Programme Specialist (MPO), ensure proper data analysis on management performance indicators of the CO, including IFD, financial sustainability, multiyear budgeting, CDRs approvals, cost-recovery and other financial parameters. 
  • Elaborates and implements effective coordination mechanisms for annual target setting, resource planning and management, budgeting, delivery/expenditure monitoring, and cost recovery services, as well as regular updates and follow-ups.
  • Oversee the adequate project budgets set up in line with approved project multi-year workplans, all ERP/PIMS/Quantum and other platforms financial data is entered accordingly and maintained regularly. Ensure that any changes are implemented as required by UNDP’s programme and project management processes.
  • Regular analysis and reporting on CO annual programme delivery, availability of resources, pipeline projections and noting deficiencies and elaborating corrective actions in consultation with CO management.
  • Keep abreast with changes in UNDP programme and project budgeting, cost-recovery and accounting. Provide support to programme and project staff on project budgeting / accounting rules and procedures.
  • In close collaboration with Operations Manager, conduct targeted quality assurance and transaction level analyses, including sampling and reviews at project level, of resource and finance management actions, and making recommendations on improvement to CO management team.
  • Coordinate processes to monitor management of partner agreements and conditions of funding contributions / resources mobilization efforts.

Facilitates the financial management performance of the country office:

  • Coordinate oversight and monitoring actions pertaining to financial management performance of the Country Office and provide advice to the Senior Management on improvement strategies and action plans.
  • Ensure quality assurance and oversight of resource management, addressing bottlenecks and deficiencies in issues related to programme management and make recommendations for improvement to CO management teams.
  • In collaboration with the Programme Specialist (MPO), advise Senior Management and perform quality assurance of the design and implementation of financial controls and oversight processes in the office.
  • Contribute to strong coordination between Programme and Operations teams to promote and support synergies for implementation of the programme and assessment of results.
  • Ensure analysis of the quality of evaluations, and audit trends with focus on financial controls and resource management and ensure relevant management actions as well as adjustments to business operations and programming approaches.
  • Develop programme finance data analysis and reports, with recommendations on control issues requiring MCO management’s actions and interventions.
  • Contribute to the design and monitoring of Country Office performance, integrating financial and operational performance metrics, including regional targets, workplans / MCO Business Plan and Annual Compacts etc. 
  • Ensure necessary follow-up measures to respond to the recommendations from global audits, regional assessments and corporate actions plans, etc., as required.

Capacity development and knowledge facilitation:

  • Ensure needs and capacity assessments are conducted on regular basis and capacity development actions are designed in an efficient manner.
  • Provide training and facilitates effective knowledge dissemination across the office and projects to ensure colleagues have easy access to resources and tools.
  • Conduct analysis of COs’ data and case evidence to distil relevant lessons on programme oversight and programme finance, as well as  project management and implementation.
  • In close collaboration with the Regional Bureau staff, contribute to development and delivery of modular training packages to strengthen COs’ and partners’ capacities in the programmatic and operational oversight and implementation of the CO portfolios.
  • Contribute to CO capacity building efforts and the planning and delivery of workshops and learning events.
  • Participate in, and bring CO perspectives into, the implementation of policy and strategic initiatives at the regional and HQ level in her/his areas of responsibility to support the key results, outcomes, and outputs of the UNDP Strategic Plan.

Required Skills and Experience
 
Education:
  • A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (Masters) University Degree in Finance and/or Accounting is required. 
  • A first-level university degree (Bachelor’s degree) in the above-mentioned fields in combination with additional 2 years relevant experience will be given due consideration in lieu of Master’s Degree.
  • Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage. 
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete the Finance Training and Certification Programme (FTCP), if recruited. 
  • Candidates satisfying the two above criteria are exempted from undertaking the UNDP Advanced Accountancy and Finance Test (AAFT). 
  • Candidates with MBA or master’s in finance with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.
Experience:
  • A minimum of 2 years (with Master’s degree) or 4 years (with Bachelor´s degree) of experience in programme oversight, resource management, financial management services or other areas of work related to the job functions.
  • At least 1 year of experience in people management and working with diverse teams is desirable.
  • Demonstrated experience in programme/project management or programme finance or operations management is highly advantageous.
  • Provenability to deliver under pressure and in short timeframes. 
  • Knowledge of ERP platforms (Oracle Cloud, etc.) is highly desirable.
  • Strong knowledge of UNDP Enterprise Risk Management policy, Accountability Framework, programme and project management policies and procedures is desirable.
  • Strong communication/presentation skills and excellent writing skills.
Language:
  • Fluency in English is required.
  • Fluency in the national language (Bahasa) of the duty station is required for local staff.
