Position Title: Consultant – Resource Mobilization

- BACKGROUND
In order to continue and enhance the support IOM provides to stakeholders in the Kingdom of Bahrain to promote safe, regular and orderly migration, IOM is seeking a consultant to identify opportunities for resource mobilization with a broad range of actors, such as international development agencies, bilaterial donors, philanthropic foundations, faith-based organization, the private sector and individual donors. Under the overall supervision of the Chief of Mission, and the direct supervision of the Head of the Programme Support Unit, and in line with the IOM Strategic Plan 2024-2028, the consultant will explore new fundraising opportunities and outline an innovative and strategic approach to leveraging existing and new donor relations to enhance IOM’s work in the Kingdom.
2. OBJECTIVE
To develop a resource mobilization strategy that identifies new resource mobilization and fundraising opportunities, tailoring different sectors – public and private – as well as innovative financing mechanisms to expand the donor base.
3. Deliverables
The consultant will carry out the following activities:
Deliverable 1: Undertake a Donor Mapping to identify funding opportunities (assessing relevant donor policies, sectoral preferences, economic and political background, development assistance strategies, alignments with CSR, ESG policies etc.), aligned with IOM strategic priority areas
Deliverable 2: Develop a Resource Mobilization Strategy outlining key approaches, target donors, and timelines, that includes, but is not limited to, the following (max 30 pages):
- Contextual Analysis, including overview of current sources of funding, existing donor relationships, fundraising capacity, and any external factors that may impact resource mobilization efforts (e.g., economic trends, political landscape, donor priorities)
- Roadmap, including recommendations and milestones on strategic donor relations and outreach
- Annex with contacts/key relationships
Deliverable 3: Develop a Resource Mobilization Planning Tool, including a live monitoring system to track fundraising progress, analyze donor trends, and evaluate the effectiveness of fundraising strategies

5. Required Qualifications and Experience:
Education, experience and/or skills required
- Master’s degree in International Relations, Business Administration, Marketing, Social Sciences, Law, Development Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience with resource mobilization and donor liaison essential;
- Knowledge and practical experience with implementation of multi-stakeholder initiatives with international organizations, preferably including the private sector;
- Experience in outreach and communication to companies, foundations, and individuals as well as private sector fora and platforms;
- Relevant professional experience in fundraising and/or partnerships and/or management of relationships with donors and/or external partners, with exposure to an international environment and/or with humanitarian organizations.
- Experience in managing and coordinating between multiple stakeholders, with an ability to multi-task, manage time, keep with tight deadlines, and to thrive in a high-pressure environment.
- Experience in migration dynamics in the GCC region is an added advantage
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- Experience with UN and/or IOM is an advantage
Languages
IOM’s official languages are English, French, and Spanish. For this position, fluency in English is required (oral and written). Working knowledge of Arabic is a distinct advantage.
