Resource Mobilization & Donor Reporting Specialist – P3

The Position:

The primary role of the Resource Mobilization & Donor Reporting Specialist is to coordinate all submissions to donors; including drafting proposals and the timely preparation and completion of donor reports in compliance with the Financing Agreements, presentations, briefing papers and will contribute to the CO’s annual report, sitreps, and other communications materials as required in his/her work. S/he will Create and maintain a comprehensive donor mapping, that tracks status of the relationship and engagement and also lead capacity development of the team in result-based reporting, analytical writing and other skills required for quality proposals and donors reporting that are fundamental to the CO’s partnership management, advocacy and resource mobilization.

Under the direct supervision of the UNFPA Country Office Representative, the Resource Mobilization & Donor Reporting Specialist is responsible for ensuring the quality of funding proposals and the accuracy and timeliness of donor reporting. The Specialist will also map and nurture new partnerships and contribute to the development of external communication materials aimed at enhancing the office’s resource mobilization capacity and demonstrating “value for money” to donors.

Job Purpose:

Under the direct supervision of the Representative, the Resource Mobilization and Reporting Specialist (P3) plays a central role in strengthening and diversifying the CO’s funding base, focusing on identifying, cultivating, and securing new and non-traditional funding opportunities, maintaining and expanding existing donors and ensuring compliance with donor reporting and communications requirements.

The Specialist maps available donors, strategises outreach, coordinates donor engagement culminating in the submission of high quality proposals. This means expertly shaping and integrating program content from thematic leads to ensure proposals are compelling, compliant with donor requirements, and strategically aligned with the CO’s priorities. The specialist will liaise with donor focal points, following up on interest and work to secure formal partnership and funding. The specialist also ensures compliance with donor funding agreements and ensures the office meets its reporting and communications obligations.

This role also ensures the quality and strategic analysis of all donor and internal resource mobilization reports, providing key insights to the Representative for high-level decision-making. Success in this role demands a strong grasp of the funding landscape, excellent communication, and a knack for fostering collaboration with both internal and external partners.

You would be responsible for:

1.Resource Mobilization & Growth:

• Develop and refine the CO’s resource mobilization strategy, prioritizing diversified and sustainable funding growth based on global and regional donor trends.
• Proactively identify and assess new and non-traditional funding opportunities that align with the CO’s established program priorities.
• Provide strategic market intelligence and advise thematic leads on evolving donor priorities and innovative program areas to better align strategies with funding trends.
• Provide strategic outreach opportunities and oversee the development and finalization of compelling donor proposals, integrating program and technical inputs from thematic leads to meet donor needs.
• Support negotiations and finalize donor agreements ensuring compliance with relevant UNFPA policies, assisting with award conclusion and signing.
• Identify and cultivate private sector partnerships, including leading due diligence and contributing to innovative partnership models.
• Strengthen the CO’s resource mobilization capacity through knowledge sharing and best practices.
• Contribute to broader UN Country Team (UNCT) resource mobilization efforts under the “Delivering as One” framework.

2. Donor Relations, Reporting & Visibility:

• Organize strategic donor engagement initiatives, including high-level visits, briefings, and events to showcase program impact.
• Coordinate with the Communications team to ensure donor visibility effectively demonstrates the impact of donor-funded programs on the ground.
• Manage comprehensive donor reporting, overseeing the timely submission of high-quality, results-oriented reports.
• Support monitoring of donor fund expenditures in collaboration with operations and program staff, leveraging existing tracking tools to ensure compliance.
• Analyze resource mobilization performance, maintaining accurate records, documenting best practices, and proposing continuous improvements to reporting processes and tools.
• Prepare and disseminate mandatory reports, briefing documents, and corporate publications related to resource mobilization and program activities.
• Serve as a direct interface with UNFPA Regional Office and/or Headquarters (e.g., relevant donor relations units) for coordinated donor relations and follow-up.
• Develop and maintain a robust database and donor intelligence system to support the Country Management Team in donor engagement and knowledge management.

Qualifications and Experience:

Education:

Advanced university degree in international development studies, statistics and economics sciences, social sciences and/or business administration, public administration or other related fields.

Knowledge and Experience:

• Advanced university degree (Master’s or equivalent) in international development studies, social sciences and/or business administration, public administration or related field. A first-level university degree in combination with two additional years of experience may be accepted in lieu of the advanced degree.
• Minimum 5 (five) years of progressively responsible professional experience in resource mobilization, funds management, donor reporting, and/or information management, or which 3 are at the international level, preferably in a development and humanitarian context.
• Proven track record in developing high-quality, innovative, and successful project proposals aligned with donor priorities and organizational goals.
• Demonstrated experience in EU context, understanding of EU accession and associated process is highly desirable.
• In-depth knowledge of major donor agencies relevant to UNFPA’s mandate is desirable.
• Strong analytical ability and professional experience representing an organization is required.
• Excellent writing, oral communication, interpersonal, and negotiation skills is required.
• Advanced computer skills; knowledge of information management systems is an asset.
• Familiarity with UN System policies and procedures, especially UNFPA’s, is desirable.
• Experience in developing countries and/or familiarity with emergency contexts is an asset.

Languages:

• Fluency in English is required.
• Working knowledge of one or more additional languages relevant for Moldova, including Russian, Bulgarian, Gagauzian, Romani, Ukrainian or sign language would be an asset.
