UNESCO seeks to engage the services of an individual consultant with a proven understanding of UNESCO and resource mobilization landscape in Asia and the Pacific to support the implementation of programmes and projects in all UNESCO fields of competencies at the UNESCO Multisectoral Regional office in Jakarta.

Duties and expected outputs:
 

Under the overall authority and direct supervision of the Director of the UNESCO Regional office in Jakarta, the incumbent will support the office in its capacity as a multisectoral regional office covering Brunei Darussalam, Indonesia, Malaysia, the Philippines, and Timor Leste, to strengthen resource mobilization in all UNESCO fields of competence. The incumbent works within the frameworks of UNESCO’s Medium‐Term Strategy (C/4), the approved Programme and Budget (C/5) and in alignment with national and global development plans such as the UNESCO Country Strategies, UN Sustainable Development Cooperation Framework (UNSDCF), and the 2030 Sustainable Development Goals (SDGs). More specifically:
Strategy:
  • Support the Director of UNESCO Office in Jakarta in developing, implementing and keeping its Resource Mobilization strategy up to date, in close consultation with programme specialists of all sectors and provide support in developing a strategy for engagement with targeted donors.
  • Network and coordinate with the resource mobilization officers in other regional multisectoral offices in Asia-Pacific region to ensure a coherent and harmonized approach to resource mobilization.
Donor Intelligence:
  • Pro-actively identify and disseminate information on potential donors/partners and funding opportunities at regional and national level in all UNESCO fields of competency and related intersectoral programmes.
  • Keep up to date with the latest developments and in initiatives of relevance to the countries under UNESCO Jakarta (e.g., donor trends, new funding initiatives on thematic areas announced by international donors, donors announcing interest in relevant countries, donors contributing to emergency appeals, etc.); participate in relevant webinars, trainings, workshops, etc.
  • Monitor all pipeline resource mobilization efforts by UNESCO Jakarta and systematically share information and updates with concerned colleagues and BSP.
Proposals and pitching material:
  • Develop key messages on the added value of UNESCO in each niche area that can be included in concept notes and project documents.
  • Support programme specialists in developing compelling proposals including those in response to calls for proposals, quality assurance, budgeting for donor visibility, reporting agreements, and help coordinate joint submissions by two or more field offices, when applicable. 
  • Develop a set of compelling communication assets such as fact sheets, a standard slide presentation, etc. that can be customized easily for different donors.
Relationship Management:
  • Support the Director in maintaining effective and positive relationships with all decentralized representatives of donors (incl. potential donors);
  • Act as the focal point and responsible person to respond to any ad-hoc queries coming from decentralized representatives of donors.
  • Organize decentralized donor review meetings or steering committee meetings, and organize and implement donor visits, in collaboration with the relevant programme colleagues and in coordination with BSP at Headquarters.
  • Participate in regular Office meetings and document and follow up on discussions related to resource mobilization.
  • Ensure that all key documents for donor relations (Proposals, reports, field trip documentation, key correspondence, donor visibility material, etc.) are filed and shared within the office and with BSP at Headquarters.
Deliverables:
  • Updated resource mobilization strategy, funding Gap assessment, Donor mapping by niche, Donor database and Customized proposals to address each donor by niche.
  • Conclude at least 5 financial partnerships and 5 new strategic partners.
  • At least 5 new concept notes/project documents to submit to potential donors.
  • Database listing of all pipeline funds (donors, amounts, status, etc.) and keep it current.
  • Monthly progress reports highlighting achievements for the reporting period (e.g., No. of proposals developed/submitted to donors, total number of campaigns launched, donors approached/acquired, pipeline funds status, Actual funds raised, Funding Gap as of date, etc.)
  • Final report – which shall also include, insight into individual fundraising in the region, opportunities identified, challenges experienced, and lessons learnt to support future fundraising and partnership efforts.
Required Qualifications:

Education:

  • Advanced University degree in natural sciences, international relations, Business Administration, marketing, communication or other relevant fields to resource mobilization. A first-level university degree in international relations, business administration, marketing, communication or other relevant fields to resource mobilization, in combination with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree
Work Experience :          
  • For master’s degree holders: A minimum of four (4) years of progressively responsible and relevant work experience in one or several subject areas related to resource mobilization/marketing, of which preferably 2 years acquired at international level.
  • For bachelor’s degree holders: A minimum of six (6) years of progressively responsible and relevant work experience in one or several subject areas related to resource mobilization/marketing, of which preferably 2 years acquired at international level
  • Experience in writing material for partnerships/resource mobilization, including policies, project proposals and promotional material.
Skills and competencies:
  • Excellent interpersonal skills for teamwork and work in a multicultural setting and ability to interact effectively with different stakeholders inside and outside the Organization.
  • Excellent ability to organize meetings, calls and documents that may require the input of multiple sources;
  • Excellent knowledge of global/ regional development aid and philanthropy landscape.
Languages:
  • Excellent knowledge of English.
