UNICEF plays a critical convening and technical support role aimed at ending inequalities and AIDS in children by 2030 through epidemic control and treatment of HIV to reduce HIV related mortality in pregnant and parenting girls and women, and children and adolescents including those from key populations. In order for UNICEF to be able to provide effective support at global, regional and country level, it requires multi-year predictable funding to sustain optimal footprint and capacity at country level and support catalytic HIV interventions that foster ending inequalities and ending AIDS.

Under the guidance and direct supervision of the Programme and Planning Manager, the incumbent will support resource mobilization efforts for the HIV programme, including management of existing grants and partnerships, under the overall leadership of the Associate Director HIV. The incumbent will work closely with the broader Health partnerships teams and the fundraising arms of UNICEF; Public Partnership Division (PPD) and Private Fundraising and Partnerships (PFP).

Purpose of the post..

  • The Resource Mobilization Officer will support the implementation and monitoring of UNICEF’s HIV programme resource mobilization efforts. They will focus on raising financial resources to meet HIV Programme funding requirements by exploring new funding opportunities while managing current HIV partnerships. This position will have an impact on UNICEF’s public representation with donors and other external stakeholders and partners.
  • The post will additionally include support to Programme and Planning Manager and the Section Chief with other stakeholder engagement strategies, as well as grant monitoring tools, donor recognition and best reporting practices and contributing to joint fundraising efforts for the Global AIDS Strategy.

Support development and implementation of the resource mobilization strategy for HIV Programme

  • Support development, maintenance and implementation of resource mobilization strategies/approaches/plans; ensure that these align to the delivery of the HIV Programme
  • Map, assess and help pursue funding opportunities with public and private donors; support development of new alliances or engagements; monitor and analyze ODA trends and interests that inform resource mobilization and engagement approaches.
  • Support development of proposals and investment cases, including quality review and clearance.
  • Build relationships with existing and potential contributors for catalytic funding and provide leadership on engagement with non-traditional donors, in particular for innovative financing modalities and leveraged financing.
  • Support donor missions in close coordination with country offices and communications colleagues through the conceptualization, compilation, and preparation of briefing and other programme documents for advocacy and information sharing purposes.

Liaison for partnerships with public and private donors

  • Build and strengthen strategic partnerships through networking with partners, donors, internationally recognized institutions, funding organizations and private sector to reinforce cooperation and/or pursue opportunities to promote goals and achieve sustainable and broad results on HIV.
  • Identify and plan key advocacy and engagement opportunities, including events and meetings (where relevant, in partnership with PPD, PFP, UNICEF National Committees) to ensure recognition of donor support and to shine a spotlight on UNICEF programmes and progress.
  • Support UNICEF’s participation in inter-agency discussions and planning donor-related issues to ensure organizational position, interests and priorities are fully considered. Collaborate with partners on planning and preparation of joint partner initiatives and advocacy.
  • Manage assigned partnerships (primarily the CDC CoAg), correspond and report in coordination with relevant UNICEF divisions and partners.
  • Update various financial management databases to ensure that all contributions are recorded appropriately, and that UNICEF complies with its reporting obligations.
  • Assure timely reporting on finance utilization and advising on remedies to improve fund utilization.

Support effectiveness and efficiency of the Resource Mobilization and Partnership Function for HIV Programme

  • Manage and develop tools and resources that ensure adequate fundraising intelligence is available at any given time to inform decision making; enable an “institutional memory” within the office through development and maintenance of record keeping of reports, proposals, fund tracking and other material developed for contribution management.
  • Ensure monitoring of implementation and effectiveness of partnership and resource mobilization strategies and plans, taking corrective action when and where necessary to minimize risk and maximize results.
  • Support timely and quality submissions of donor proposals and reports.
  • Lead the establishment and maintenance of a partner data base for resource mobilization working with colleagues in PPD and PFP, consistent with the strategic objectives of the resource mobilization plan and the harnessing on non-traditional forms of support.

Development of Key Resource Mobilization Assets

  • Develop key resource mobilisation assets and coordinate dissemination
  • Develop talking points and briefs for donor meetings and engagements
  • Develop compelling proposals to prospective donors

To qualify as an advocate for every child you will have…

  • An advanced university degree in Public Health, International Development, Business Administration or another relevant technical field is required.
  • A minimum of two (2) years of relevant international professional work experience in resource mobilization, partnership building, leveraging public and/or private resources and management is required.
  • Experience in, and knowledge of, the country context is an asset.
  • Relevant project planning & management experience will be considered as contributing to this work experience.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, Russian, French or Spanish) is an asset.
