The purpose of this role is to support the Resource Mobilization team in the implementation of the ISFD RM strategy. This will mainly include the Fund’s efforts to mobilize resources from Member Countries for its target Capital and complementary resources through designing and structuring special and trust funds (investment, waqf, , etc.), cash waqf sukuk, Awqaf development follow-up share capital, all of which will be made available for ordinary and concessionary developmental financing and grant operations.
The role will also involve monitoring and following up on the RM schemes, on the implementation and performance of investment activities and report on operations activities to donors.
Key Accountabilities:
Designing and Structuring Resource Mobilization Tools:
  • Support the RM team in designing, structuring and implementing RM schemes such as Ihsan waqf funds, cash waqf sukuk, country programs/funds, follow-up Member Countries capital contributions etc.
  • Participate in the launching and execution of the different RM schemes.
  • Compile and monitor key results targets and performance indicators (KPls) related to the RM strategy and operational plans of the funds under ISFD to ensure the achievement of the ISFD objectives and IsDB strategy.
  • Assist in obtaining the management approvals of all the steps, milestones, and budgets needed for the successful implementation of RM schemes and initiatives.
  • Research and support the assessment of new and innovative RM initiatives and provide preliminary assessment on feasibility of the initiatives.
  • Assist in the design, setting-up and launching of initiatives aimed at increasing the Fund’s capital base.
  • Conduct systematic follow-up on member countries contributions and commitments to the Fund’s target capital.
  • Maintain up-to-date records on member countries contributions and commitments to the Fund’s target capital.
Policies, Guidelines, Procedures & Processes:
  • Assist the RM team in the development of policies, guidelines, and procedures for the ISFD including Financial Management Policy, Resource Mobilization Policy, Risk Policy and Investment Policy.
  • Support the team in tracking, monitoring, and reporting on the implementation of the policies and ensure that the guidelines and procedures are being adhered to .
  • Contribute to monitoring the overall financial management plan of the Fund by participating in setting out strategic directions for the Fund, documenting the execution of the overall financial plan and predicting financial outcomes.
  • Ensure funding activities are in compliance with IsDB regulatory framework.
  • Assist in consolidating lessons learned from the launching of RM Initiatives and funds and incorporate learnings through updating the policies and guidelines to ensure continuous improvement of the operational process.
Monitoring and Reporting:
  • Monitor the ISFD capital and all the RM schemes, initiatives Compile and maintain updated records of operational results, implementation reports, effectiveness reports to be shared with donors and partners.
  • Maintain and update key dash boards which will provide up to date information on investment asset allocation and performance.
  • Maintain and update forecast and projection models for revenues and expenditures to be fed into the financial management process as per the Financial Management policy.
Outreach and Marketing:
  • Maintain reliable professional contacts with major donors and partners.
  • Gain familiarity with the tools and techniques available to detect market trends.
  • Formulate marketing plans to promote the Funds.
  • Assist in creating visibility for the Funds.
  • Manage the relationship with the resource contributors of these Funds in coordination with the concerned units.
Academic and professional qualifications:
  • Bachelor’s degree in Economics, Finance, Business Administration, or any related field.
  • At least 5 years of experience in a similar role(s).
