ThinkWell is a member of the FHI360 led consortium implementing the USAID Enhancing Quality of Healthcare Activity II (EQHA II) project (2024-2028) in Cambodia. ThinkWell’s role on the EQHA II project will be support an initial in-depth analysis of the health quality governance landscape in Cambodia that will inform the co-development and collaborative implementation of resource allocation strategies designed to ensure the sustainability of Cambodia’s quality improvement and assurance (QI/QA) systems. Specifically, ThinkWell will provide direct support to the key Cambodian QA/QI institutions that include the Private Health Service Providers Association of Cambodia, the health professional councils, the Cambodia Healthcare Accreditation Commission, and the Ministry of Health (MOH) Quality Assurance Office to build capacity through the development of annual business plans and enhanced financial management practices that improve resource availability and allocative efficiency.
The Resource Optimization Officer (ROO) will work closely with each of these QA/AI institutions as an integral part of the broader EQHA II project to fulfill this role.
Technical Assistance
- Assess financial management capacities and systems within key QA/QI institutions and assist in designing initiative tools.
- Map and analyze opportunities for digital integration between council-specific systems and Ministry of Health human resource management systems to improve operational efficiency.
- Support the co-creation of business plans with QA/QI institutions that align their technical roles, business objectives, and financial management systems within a profit and loss framework.
- Provide direct technical assistance to national and sub-national to strengthen institutional budget planning, revenue optimization, cost control, and financial reporting systems.
- Adapt and implement pilot activities that test innovative approaches to sustainable QA/QI financing while ensuring alignment with EQHA II objectives.
- Develop and implement monitoring frameworks to track the effectiveness of resource optimization initiatives across participating institutions.
- Contribute input to strengthen health information systems that support data-driven resource allocation decisions.
EQHA Project Responsibilities
- Contribute to work plan implementation, monitoring evaluation and learning tool by coordinating activities across internal and external partners, ensuring effective collaboration and timely delivery of outputs.
- Manage project reporting requirements by drafting technical sections, coordinating team inputs, and ensuring adherence to USAID guidelines and reflecting ThinkWell’s standard of excellence.
- Conduct rigorous desk review and data analysis on technical and policy issues affecting healthcare quality improvement in Cambodia.
- Produce high-quality knowledge products including policy briefs, technical reports, and peer-reviewed publications that share project learnings.
- Contribute technical input to ThinkWell’s global learning community by sharing lessons learned and accessing additional support for project activities.
- Support senior management in strategic decision-making by providing regular analysis of project performance and recommendations for improvement.
- Build and maintain effective working relationships with government counterparts, implementing partners, and other key stakeholders.

Qualifications:
- BA/BS (with business studies preferred) and 4+ years of experience or a graduate degree (MBA preferred) and 2+ years of experience in the private sector. Candidates with additional experience in the health sector, public or private, are encouraged to apply;
- Exceptional analytical and problem-solving capabilities, tech savvy, and skilled at the visual display of data to contribute to project monitoring and evaluation;
- Knowledge of quality improvement/assurance (QA/QI) approaches (health or otherwise) and an understanding of health economics;
- A thoughtful systems thinker with grounded, pragmatic understanding of the complexities of our work;
- Demonstrated poise and professionalism in engaging with external partners, donors, and stakeholders;
- Fluency in English and Khmer; with strong technical writing skills;

- Ability and willingness to travel up to 25%.
This is a full-time position with a monthly salary range of USD $1,800 – $2,300 per month.
