ADRA Madagascar is part of the ADRA Network and was established in Madagascar in 1992 to provide development and relief assistance to people who need it most, like regions affected by disasters and facing severe, chronic food insecurity and malnutrition such as central, southeastern, and southwestern Madagascar.

SUMMARY
ADRA Madagascar is seeking a Resource Transfer Manager (RTM) for an anticipated USAID/BHA–funded Resilience Food Security Activity (RFSA) in Madagascar. The project aims to reduce and prevent chronic malnutrition in the regions with severe, chronic food insecurity and malnutrition.
The Resource Transfer Manager (RTM) will be responsible for selecting cash transfer modalities and updating them in response to changing market conditions. They will also be responsible for managing cash transfers, including identifying delivery mechanisms, frequency, duration, as well as post-distribution monitoring of cash transfers to ensure accountability to participants and reduce the risk of rent-seeking behaviors. The RTM will also need to have knowledge and experience with local ways of moving money and the most secure ways to move money in rural Madagascar.
This position will be based in the Grand Sud-Est Region in Madagascar. It is contingent upon receipt of funding and requires donor approval.

PRE-REQUISITES
Required
- Advanced degree (Master’s or higher) in a social sciences discipline such as development studies, international relations, cash transfer studies or a related field.
- At least five years of cash transfer experience working in similar international humanitarian and development contexts.
- Demonstrated skills in FNES programming, participatory learning and action and facilitating collaborative problem solving and lead action planning.
- Written and spoken command of English and French languages.
- Knowledge in Malagasy language specific to the region preferred.
- Experience working in Madagascar is required

RESPONSIBILITIES
- Manage storage and warehousing of commodities as necessary
- Conduct market assessments to understand how infusions of cash may affect market prices and food availability
- Coordinate with the Cash Working Group and GOM’s shock-responsive cash management programming
- Contribute to budget preparation, monitoring and revision of delivery ensuring adherence to processes and procedures compliant with ADRA
- Contribute to creating and managing policies and procedures for commodity and cash transfer management and distribution
- Manage accounting data quality and integrity
- Manage the logistics of vendors and other partners including performance monitoring, measurements and reporting
- Identify, mitigate and manage risks related to cash transfers
Perform other duties as assigned.
