Role Purpose

To provide services on a range of procurement and operational administration in support of country objectives, effective and efficient management of British Council facilities, and accurate and accessible information.

In collaboration with the country team, regional and Western Balkans Professional service function ensure the efficient and effective management of facilities and HR/Finance operational support services for Bosnia and Herzegovina

Main accountabilities for this role:

The job holder is responsible to provide British Councilcolleagues with the services and advice they need to enable efficient financial, facilities and HR management. Specific responsibilities and duties are:

Transactional Finance:

In-country invoice verification

Post journals

Conduct monthly travel claims audits.

Consolidate Cash Flow returns and remittance requests.

Cash and Payments

Manage petty cash.

Prepare payment forms for all transactions including staff salaries.

Prepare bank transfers relating to cash withdrawals, banking income, Foreign Exchange conversions.

Coordinate purchasing process for all BSS purchases

Financial Control Compliance Framework In cooperation with regional BSS staff, to provide sufficient control over the processes related to cash and bank, compliance with local tax law, fraud and anti-money laundering and payroll and staff advances. Contribute to consolidation of monthlyFinancial Control Compliance Framework returns by providing sufficient information on these areas of control.

Procurement To provide support to local staff in procurement, tendering and contracting operations, maintain contacts with the current suppliers, keep contract register up to date and assist in updating the current contracts, monitor and evaluate performance of the procurement and contracting processes including those followed by others, preparing and updating the Approved and Preferred Suppliers List and monitoring performance of the suppliers; create and monitor Purchase orders.

Facilities to manage and deliver a range of services ensuring the maintenance of the office, equipment, assets to provide a safe, efficient working environment for staff and customers, maintain office inventory and listen to and understand the needs of users (staff and customers), to act on information received and, where appropriate, adapt premises and services accordingly. Ensure health and safety and security of all staff while at work and visitors and contractors using the British Councils premises. Part of this responsibility concerns the safety of staff in the event of an emergency, updating country Business Continuity plans, ensuring compliance with corporate guidelines and values (the Code of Practice) and all applicable health and safety legislation.

Administration In cooperation with the WB cluster HR team, to support and administer the delivery of a range of agreed administrative HR services to internal customers. Liaise with WB HR Manager and local legal advisers on any changes to the local legislation. Keep record of mandatory training completion, provide all staff with an efficient payroll service and support with pension and medical service schemes. In cooperation with WB HR Manager ensure effective contractual management of part- time and temporary staff and consultants when relevant. Ensure that efficient and effective services are provided to UK appointed staff posted to Bosnia and Herzegovina (obtaining relevant working permit, assist with housing arrangements and other relevant elements of the overseas package).

Ensure that staff and country updates are reflected on the country intranet pages.

In cooperation with country and cluster finance team create purchase orders, post financial journals, prepare bank transfers related to cash withdrawals, deposit income in the local bank, create e-bank entries.

IT Elevated user to help Global IS by acting as their on-site point of contact to help diagnose the extent and nature of incidents and undertaking basic technical routines under Global IS guidance following the GTI Elevated User Handbook.

Cluster and Functional Team Working:

Contribute to ensuring the policies, procedures and systems are delivered with integrity.

The role holder will be deputizing for Accountant Serbia in their absence and where necessary.

Corporate policies act as country focal point for Information Management, Health and Safety and Environmental Framework.

Act as the Western Balkans cluster focal point for all Health and Safety policies and developments:

Support countries with any corporate requirements related to Health and Safety.

Create and implement action plans.

Advise project teams and the leadership team on related issues and escalate any issues to senior managers as necessary.

Conduct compliance reviews and risks assessments.

Ensure colleagues are familiar with related standards and requirements through education and monitoring compliance with mandatory e-learning.

Role Specific Skills

Minimum/essential

Demonstrable previous experience of managing a multi-disciplinary task carrying out a mix of different functions or delivering different services.

Evidence of quality management skills – managed a service delivery function to deliver improvements in service quality to customers and users

Desirable

Knowledge of SAP

Minimum two years of experience in office administration and facilities management
