Context:

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Resources Management, and in collaboration with relevant units at Regional Office (RO), Headquarters (HQ) and the Administrative Centres, the Resources Management Officer (Budget and Reporting) will be responsible and accountable for managing and coordinating the budgetary and reporting functions of the Country Office (CO) and its sub-offices.

Core Functions / Responsibilities:

  1. Monitoring and overseeing the financial management for all activities in the CO, including the oversight of financial expenditure and accountability; undertake financial analysis of projects.
  2. Prepare the annual budget for the CO, oversee budget control process, and analyze variances between budget and actual expenditures.
  3. Coordinate with Programme Coordinators and the team in Programme Support unit in the preparation of budget for new programmes/projects ensuring proper coordination internally.
  4. Coordinate and prepare donor financial reports in accordance with the International Organization for Migration’s (IOM) regulations and established procedures, in coordination with relevant units in MAC and HQ.
  5. Provide advice and guidance to the Project Managers throughout the project cycle to ensure compliance with IOM’s policies and procedures namely in the areas of general administration, Finance and Human Resources (HR) and any donor specific requirements.
  6. Initiate and undertake financial analysis for all project activities in the CO, bring any discrepancies to the attention of the Head of Resources Management, Programme Coordinators, and take action to resolve anomalies and unusual trends.
  7. Ensure smooth functioning of programme related financial aspects and effective closure ofthe programme budgets.
  8. In cooperation with the Head of Resource Management Officer and relevant Program Coordinators, coordinate and conduct trainings and capacity building for staff on budget and reporting related issues including but not limited to donor rules and regulations, internal policies, standard operating procedures, and regular monitoring.
  9. Prepare the monthly staff projectization for international staff and ensure its accuracy and timeliness. Monitor and inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
  10. Review existing systems and procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness.
  11. Maintain and further strengthen appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Finance, Accounting, Business Administration, Management, Logistics, Procurement, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

  • Experience in financial management, budget monitoring and financial reporting as well as accounting;
  • Experience in finance, budgetary, procurement and administration on EU funded programmes;
  • Experience in international institutions and knowledge of IPSAS and SAP is highly desirable;
  • Previous work experience with specialized international agencies (UN Agencies, International Organizations, and International specialized NGOs), and in complex humanitarian operations at an international level;
  • Experience in supervising the development and implementation of administrative control procedures, coordinating external auditing exercises;
  • Experience in supporting emergency or post conflict missions;
  • High level of computer literacy, in particular, experience in computerized accounting systems and software; and,
  • Previous experience in the region is an advantage.

Skills

  • Knowledge of IOM/UN regulations, policies, and procedures;
  • Demonstrated ability to work with minimal supervision and demonstrate a high level of initiative, perseverance, and professional commitment to achieve high-quality results;
  • Demonstrated ability to train individuals, to work effectively and harmoniously with colleagues within a team from varied cultures and professional backgrounds;
  • Familiarity with financial oversight and public administration; and,
  • Knowledge of the IOM project management cycle is an advantage.

Languages

IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
