The Opportunity – Response Supply Chain Manager

Post location: Area Office in Gaza

Contract Duration and Level of Effort: 6 months with possibility for extension

ROLE PURPOSE:

The Response Supply Chain manager has responsibility for the oversight and management of supply chain activities within Gaza, for a programme of a predicted size of 70m USD. The post holder is responsible for effectively managing supply chain staff, SC Planning, Procurement Warehousing Fleet and Distributions and assets, ensuring effective and accountable supply chain support to Save the Children Gaza operation.

The supply chain manager will manage the setup, maintenance or scale up of supply chain functions, responsibilities and associated staff. He / She will support the Operations Director and other members of the senior management team on the best use of Save the Children’s resources.

The Response Supply Chain Manager will contribute to ensuring that Save the Children’s commitment to improving quality and accountability in humanitarian work is upheld, through reference to the Save SCI Global Policies and Guidelines and will endeavour to implement sustainable systems and transfer knowledge and skills to existing staff.

SCOPE OF ROLE:

Reports to: Operations Director or Deployment Team Leader with technical reporting line to oPt Supply Chain Lead

Direct: Supply Chain Coordinator

Indirect: Other Supply Chain Unit Staff

Budget responsibility: None

KEY AREAS OF ACCOUNTABILITY:

Strategic management

  • Translate SCI Global Policies into an effective, responsive logistics structure in Gaza
  • Support and strengthen field office procedures and policies as necessary for the effective management of the supply chain.
  • Input into the development of Gaza supply chain structure – recruiting, training, forecasting of requirements and structuring of the team, work and priorities
  • Ensure supply chain staff are equipped to operate independently whilst maintaining accountability
  • Sensitisation of other teams to supply chain work, requirements and identification of areas where improvements can be made, and synergies found.
  • Input into the development of new proposals, including conducting assessments, to ensure adequate supply chain capacity and resources throughout the response.
  • Ensure that the SC Sharepoint page is maintained, and all documentation related to Gaza is stored correctly (Information Management)

Procurement

  • In collaboration with the oPt Supply Chain lead ensure all procurement is compliant with appropriate Save the Children and donor regulations.
  • Support the Gaza team with local procurements and coordinate with the Response procurement team in Egypt
  • Ensure that the procurement tracker is updated with all the relevant information on a regular basis
  • Ensure that all manual documents are uploaded to the manual Gaza field office procurement files.
  • Work with the programme teams to ensure procurement plans are submitted, and updated.
  • Ensure that the sourcing plans are updated and communicated to the oPt CO.
  • Work with the programme teams to identify unconstrained demand to influence procurement planning and souring activities.

Warehousing, Distribution and Fleet

  • Ensure international and national importation and transportation of freight is in line with programme budgets and needs, and that the most cost effective and reliable means are used for the timely delivery of supplies to projects and GDP compliant.
  • Ensure all imported goods have the relevant import approvals
  • Ensure warehouses are maintained in line with the program / response requirements, monitor storage and issue of transit and centralised stocks, and tracking distributions.
  • Ensure management of vehicle fleets is in line with SCI standards; maintain effective allocation system and safe use of vehicles.
  • Ensure that the fuel account is tracked and managed correctly (cars and gensets)
  • Where required, support distributions of humanitarian aid. Advice staff involved on proactively planning for distribution activities, and stock reporting is in place
  • Liaise with programme and M&E teams to ensure audit trails correct information is recorded from purchase through to distribution and follow up.

Medical supplies

  • Ensure all medical supplies are managed in line with SCI policies and procedures.
  • Ensure all temperature deviations are reported and actioned.

Asset Management

  • Ensure the centralised Asset Register is maintained, that all programme assets are logged, issued with unique asset numbers and ID cards, and are tracked throughout the country.
  • Ensure that where necessary all assets purchased and imported comply with import and export license requirements

Relationship management

  • Maintain close relations with the SC lead in the oPt CO
  • Liaise closely with the Finance and PDQ, to ensure accountability, donor compliance, expenditure linked to proposals and grants, produce procurement, stock and cargo reports to assist the Finance team with forecasting.
  • Liaise closely with the Operations Director to ensure the supply chain structure is equipped to implement programmes effectively, efficiently and accountably.
  • Liaise closely with external actors including: Regional Office and centre supply chain as required, Palestine/Egypt Logistics Cluster and other coordination mechanisms, UN and other agencies as necessary, and represent Save the Children.
  • Comply with all relevant Save the Children policies and procedures with respect to safeguarding, health and safety, Diversity and Inclusion etc..

Capacity Strengthening

Develop and work alongside the National Supply Chain Coordinator to develop a clear and results driven capacity strengthening programme and hand over plan

In order to be successful you will bring/have:

EXPERIENCE AND SKILLS

Essential:

  • At least 8 years’ experience in logistics or operations management, preferably in the humanitarian sector.
  • Minimum 6 years’ experience of working in the Humanitarian Sector.
  • Strong knowledge of the following: procurement, supply chain, warehousing and stock control, transport & fleet management, and distributions.
  • Proven ability to think strategically – maintaining control of details while at the same time analyzing the bigger picture.
  • Ability to elaborate, analysis, interpret and implement technical policies, regulations, procedures and guidelines, and apply them practically.
  • Problem analysis and solving, decision making skills
  • Strong leadership experience – ability to lead and develop a team that is constantly under pressure, including international staff. Ability to delegate.
  • Strong capacity building experience – ability to train logistics and non-logistics staff on the requirements and processes involved in logistics
  • Good communication and influencing skills. Ability to effectively communicate with multi-level personnel as well as suppliers & services providers and their representatives.
  • Arabic Speaker and fluency in written and spoken English
  • Highly computer literate, particularly with Excel
  • Ability to work independently under minimum supervision. Comfortable to work in tense situations and under pressure, and in a multicultural environment
  • Understanding and commitment to Save the Children aims, values and principles.

  • Financial management experience
