Under the overall guidance of the Deputy Resident Representative and supervision of the Head of Programme Support Unit (PSU), the Result Based Management Analyst (RBM Analyst) is responsible for providing the support to the programme units on the monitoring of the project related activities in accordance to the UNDP Programme and Operations Policies and Procedures (POPP) to ensure the highest quality of UNDP programming. This involves coordination with different internal stakeholders and ensure feedback and instructions are provided in a timely manner, with the client-oriented mindset. The RBM Analyst also has a role to support the Head of PSU in providing trainings to the country office on various aspects in the programming life cycle.

The analyst will work in close collaboration with the programme and project teams, UNDP HQs, Regional Hub Focal Points, and Government officials (mostly from Department of International Cooperation (DIC), the Ministry of Planning and Investment), ensuring successful Country Office performance and full compliance to the POPP.

The RBM Analyst will work under the overall guidance of the Deputy Resident Representative and under the direct supervision of the Head of Programme Support Unit (PSU). The position will also work closely with the UNDP Programme Associates and Programme Analysts for in the Country Office
Duties and Responsibilities:

Result Based Management:
  • Supports effective management of the independent evaluation process.
  • Supports Programme & Project Management.
  • Implementation of monitoring policies and strategies; Facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation.

Implementation of monitoring policies and strategies.

  • Develop and implement a robust, resourced and gender responsive CO monitoring plan, with different activities for activity, output and outcome monitoring specified.
  • Lead coordination with project teams to maintain project dashboards and activity logs, for example, lists of beneficiaries, infrastructures, policies and relevant focal points for monitoring and evaluation purposes.
  • Providing advice and guidance on the set up of the monitoring systems of regular data collection for the project teams to operationalized in their projects, with the end results to collect data for further analysis by the project teams. For instance, project progress for different indicators, project beneficiary list, etc.
  • Provide general briefing and guidance on the project monitoring plan and implementation, ensuring that monitoring and verification visits are undertaken for all projects are undertaken and summary of key monitoring issues are identified for senior management.
  • Provide support in monitoring and coordination for various dashboards such as risk management and project quality assurance.
  • Ensuring Corrective Actions and follow up actions are taken after monitoring visits to improve management of projects and programme through the follow up of the management responses.

Supports effective management of decentralized independent evaluation process

  • Drafting/revision of Terms of Reference (TOR) for specific project evaluation missions and/or desk evaluations/reviews, leading in consultant and evaluation team selection, technical feedback on evaluations and budget oversight.
  • Lead the evaluation planning and implementation including oversight on proposals, maintenance of Evaluation Resource Centre (ERC) and engagement with project colleagues on ensuring compliance to UNDP evaluation policy.
  • Undertaking Quality Assurance, using IEO’s evaluation criteria, to assess the quality of the draft evaluation TORs, draft inception report and draft evaluation reports;
  • Provide guidance and advice to projects on UNDP and GEF funded evaluation policies, procedures and practices to programme, CO staff concerned with assigned project evaluations and/or desk reviews, consultants and/or members of the evaluation team. Provision of guidance at the design stage of programmes/projects;
  • Analysis and synthesis of evaluation reports on the effectiveness and impact of UNDP programme;
  • Monitor and follow up on implementation of evaluation recommendations.

Supports Programme & Project Management

  • Provide guidance to project quality assurance exercise for Appraisal, Implementing and Closure stage, to make sure the TOC is captured and streamlined.
  • Reviewing Quality Assurance standards of projects and ensuring Social and Environmental Screening is done for all projects. Ensuring that Theory of Change responds to the problems identified in the Situation Analysis and that required indicators are SMART and include relevant baselines, targets and annual milestones (for GEF projects this has to be done BEFORE submission to the board);
  • Ensure monitoring data is available for projects including data analytics, projects milestone and achievement. Provide biannual update to Senior Management on results achieved against CPD, and project indicators and identifies challenges and weaknesses in the same.
  • Supporting, coordination and leading the results reporting (e.g. ROAR and Mini ROAR) including providing guidance to project and programme staff on annual targets and results;
  • Provide support on the coordination on the IWP, annual planning and CPD review meetings.
  • Review Transparency Dashboard and compliance by the CO with transparency requirements.
  • Support with the data inputting on UNInfo for the UNCT reporting.
  • Support the programme teams on monitoring the Unity dashboard and follow up with the teams on providing up-to-date data;
  • Support the Head of PSU in the Social and Environmental Standards (SES) coordination.

Facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation.

  • Identification and formulation of lessons learned from evaluations recommendations and evaluation quality assurance.
  • Facilitate the sharing of best practices within the (sub)region and globally for monitoring and decentralized evaluation.
  • Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
  • Leading and supporting results-oriented monitoring and evaluation and wider programme support training efforts in the office.
  • Assist Head of PSU/ M&E Focal Point and Deputy Resident Representative in preparing the annual Results Oriented Annual Report, focusing on completeness and relevance.
  • Coordinating and QA-ing a data and evidence-based ROAR for the country office.
  • Ensuring that all results reports provide output-level data and have internal and external evidence (monitoring reports, case studies, surveys etc.).
  • Work with Programme team to enhance programme M&E and submission of required documentation/evidence.
  • Support the Head of PSU on the organization of knowledge sharing and planning workshops.

Other tasks as directed by the supervisor.

Gender Focal Point

  • Gender Mainstreaming in UNDP supported programmes and projects
  • Country Office preparation for Gender Seal Assessment

Gender Mainstreaming in UNDP supported programmes and projects.

  • Ensure gender mainstreaming in programme design and implementation and M&E, including the application of the UNDP Gender Marker.
  • Develop and manage an approach to enhance UNDP’s contribution to gender equality results and support related knowledge management, including but not limited to, through the Asia-Pacific Gender Community of Practice.
  • Participate in the UN Country Team Gender Working Group and represent UNDP by advocating for substantive contributions to the inter-agency gender work;
  • Support the project teams to formulate the Project Monitoring and Evaluation exercises with a focus on capturing gender related indicators and data.

Country Office’s lead for Gender Seal process

  • Review Gender Seal requirements, policies, and examples from other countries.
  • Advise and support the CO Gender Seal Task Force to monitor the implementation of the action plan and update it regularly, design and implement interventions that meet the Gender Seal criteria and benchmarks, monitor progress, and document evidence.
  • Identify training needs and resource people to conduct training and strengthen gender mainstreaming capacities of CO staff and project partners, as required.

Required Skills and Experience:
Education:
  • Advanced University Degree (master’s degree or equivalent) in management, development studies, gender studies, social science or related field is required OR
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant professional work experience at the national or international level in management, development, and/or gender is required.
  • Demonstrated experience in monitoring and evaluation for the context of a UN country office.
  • Experience working with data and data analysis and generate management related reports for senior management to make strategic decisions.
  • Have knowledge and experience in result-based management and results reporting.
  • Demonstrated experience in implementing Gender Seal Certification at the Country Office level;
  • Have past-experience working in the role that requires coordination with colleagues to take actions and provide inputs to colleagues from cross-functional units.
  • Experience working in Lao PDR and/or the region is desirable.
  • Experience working with UNDP web-based platforms such as Quantum, Quantum+, ERC, Cards, etc. is an asset.
  • Strong experience and ability to work closely with staff members of different cultural backgrounds in a professional manner, especially in a mutually supportive team environment.
  • Experience and Ability to work and adapt professionally and effectively in a challenging environment and with tight deadlines.

Required Languages:

  • Fluency in English
  • Knowledge of another UN language could be an asset
