Organizational Setting and Reporting Relationship
The position is assigned to the Results Management and Aid Effectiveness Division (SPRA) within the Strategy, Policy and Partnerships Department (SPD).

You will be based at our Headquarters in Manila, Philippines.

You will report to the Director, SPRA, and will supervise National Staff and Administrative Staff.

 

Your Role
As a Results Management Specialist, you will assist in (i) delivering the following managing for development results (MfDR) related outputs; (ii) developing guidelines; (iii) providing support and training for results frameworks at the project, country, operational priority, sector and thematic levels; (iv) producing and disseminating results communication materials; (v) providing support to quality review of project design with a focus on nonsovereign operations (NSO); and (vi) supporting corporate performance reporting and corporate strategy development. Tasks include working with broad policies and objectives, working directly with clients, with supervision for critical tasks.

 

You will:
a. Project-Level Results Management Support 
• Provide high-level technical advisory support to staff in operations and non-operations departments to ensure the highest quality of design and monitoring framework (DMF).
• Conduct regular DMF training sessions to help transition into the New Operating Model.
• Support the Office of the President, Sector Groups, Private Sector Operations Department, and other SPD departments and offices to improve the overall performance measurement and management systems.
• Work with SPRA team members to revise the guidelines and associated documentation, when necessary, for project level DMFs

b. Country, Sector, Thematic, and Operational Priority Results Management Support 
• Lead the development Country Partnership Strategy results frameworks, including revised models and guidelines.
• Lead and supervises staff undertaking the quality review of Country Partnership Strategy results frameworks.
• Lead the process for developing a bank-wide approach to mapping all operations (sovereign / nonsovereign / technical assistance) to the Corporate Results Framework.

c. MfDR Communications
• Lead the SPRA interaction with operational departments in the development of country development effectiveness briefs.
• Provide coordination for the documentation and production of the results stories including liaison with departments and offices across ADB, and management of teams of staff and consultants.

d. Staff Supervision
• Lead MfDR communications and supervise the work of team members.
• Supervise the performance of staff and consultants working on DMFs, providing clear direction and regular monitoring and feedback on performance.
• Ensure the on-going learning and development of reporting staff.

 

Qualifications

You will need:
• Master’s degree, or equivalent, in Business or Public Administration, International Development, Development Economics, or related field. University degree in these, or related fields, and at least 5 years specialized experience relevant to the position can be considered. 
• At least 8 years of combined professional experience in policy development, corporate and project results-based management, corporate results monitoring and reporting, and training, and publication management. Experience in a multilateral development bank preferred.
• International experience working in developing countries, experience in Asia is preferred.
• Technical expertise and experience designing and implementing project and corporate level design and monitoring / results frameworks.
• Sound experience in multilateral development bank operations, with experience applying knowledge in diverse international settings. Experience in ADB operations is preferred. 
• Ability to work collaboratively across different teams in the organization, work constructively as a team member and lead work when required. 
• Ability to manage staff in the day-to-day delivery of tasks, as needed.
• Excellent oral and written communication skills in English.
