Result of Service
The RCO retreat 1 General objectives: a) Develop a shared understanding of UN reform, RCO’s purpose and goals. b) Deepen the staff’s understanding of their individual responsibilities and contribution to the team. c) Increase team spirit, morale, and delivery. d) Build a sense of belonging and shared identity within RCO. e) Build trust and respect among RCO staff. RCO Retreat 2. a) Shared understanding of UNCT expectations of RCO b) Develop RCO workplan in support of UNCT/ Government of Liberia b) Position RCO to provide timely substantive support to the UNCT and Government IAPT Retreat a.) Shared understanding of the Liberia policy context and positioning of the UN programming for national development on the principle of LNOB b,) Identification of strategic priority areas of collaboration and engagement between UN agencies and the Government based on the UNSDCF Joint Annual Work Plan (JWP) c.) Consensus on modalities of engagement and coordination with primary interlocutors. d. Identify and agree on key recommendations on coordination mechanisms to bring to the UNCT retreat for further discussion.

Duties and Responsibilities
ORGANIZATION SETTING The United Nations Country Team (UNCT) in Liberia is a body of all the 21 United Nations specialized Agencies, Funds and Programmes who work together under the guidance of the United Nation Sustainable Development Framework (2020-2024 extended to 2025) to support the Liberia people achieve their development aspirations. The Resident Coordinator (RC) is the representant of the United Nations Secretary General in the country and is tasked with the coordination of all the United Nations activities in the country, as well as the promotion of an efficient delivery of development to Liberians. The RC is the Head of the RC Office that supports the RC/ UNCT achieve intended results and support the Government’s development agenda for Liberia in collaboration with Development Partners, CSOs and the Private Sector. The UNCT is aligned in to support the Government of Liberia’s national plan. The new Government has a Vision espoused in ARREST and has a plan for the first 100 days. The new government is in the process of developing its national medium term development plan aligned to its vision – that will include a medium term sub-national plan. This will be informed by assessments including the Drivers of inclusive and sustainable growth study. The United Nations will support the national development planning process including providing regional expertise and support implementation of the 100 days plan. The UNSDCF has been extended for one year to December 2025 to ensure alignment to the successor National Development Plan, which shall be drafted within the year 2024. The successor UNSDCF will be informed by a Common Country Assessment and End of UNSDCF Evaluation. The UN looks to establish a strong normative framework for development, build capacity where it is most needed and, above all, achieve tangible impact in communities right across the country. The UN will build on the past successes, continuing with the implementation of the UNSDCF in close partnership with the Government of Liberia, placing a strong emphasis on transformative change that leaves no one behind in the development process. The UN looks forward to delivering stronger locally, consolidating our existing partnerships while building new ones, and stepping up our resource mobilization and joint analysis to continue to support Liberia. The Resident Coordinator’s Office team informed by the current political changes, will provide substantive support the RC, UNCT and the Government of Liberia. For the RCO, IAPT and UNCT Retreats, under the overall supervision of the Head of the RCO and the Retreat Task Team, and in close collaboration with the RC the consultant will be expected to: I. Icebreakers and team-building exercises: These can help participants get to know each other on a personal level and build rapport. II. Shared experiences: Engage in activities or discussions that allow participants to share personal experiences and stories, fostering a sense of connection. III. Collaborative tasks: Assign tasks that require teamwork and communication, allowing participants to work towards a common goal and appreciate each other’s contributions. IV. Positive reinforcement: Acknowledge and celebrate individual and collective achievements to create a positive and supportive environment. V. Open communication: Encourage open and honest communication where everyone feels comfortable sharing their thoughts and perspectives. VI. Align objectives with the gathering’s purpose and audience. VII. Communicate the objectives clearly to participants beforehand. VIII. Design activities and discussions that actively engage participants. IX. Measure the success of the objectives through feedback or evaluation. X. Reports to the UN Resident Coordinator and the Retreat Task Team on the results of the retreat.
Qualifications/special skills
Master’s Degree or equivalent in Social Sciences, Development, Communications, and/or relevant field required; A bachelor’s degree in social sciences, Development, Communications, and/or relevant field with two qualifying years of experience will be accepted in lieu of Advanced degree. A minimum of 7 years of relevant work experience, in facilitating UN Country Team, Leadership retreats within the UN system , and /or international, regional or bilateral development organizations is required. Expertise in designing and managing interactive hybrid meetings and the use of innovative approaches to discussions is desirable. Experience in coaching is an asset.
