The study will focus on the relationship between women and water governance through a gender lens in selected districts out of the 15 districts of Odisha, namely Balangir, Balasore, Bargarh, Bhadrak, Boudh, Gajapati, Ganjam, Jajpur, Kalahandi, Kandhamal, Kendujhar, Mayurbhanj, Nabarangpur, Nuapada, and Subarnapur selected under OIIPCRA. A gender-responsive method should be used at all stages of the study providing clear rationale of how it is being addressed at different stages of the study.
In line with the long-term vision to contribute to knowledge, evidence and sustainable policy development in the area of women and water governance, women and access to inputs in agriculture, horticulture and fisheries, UNDP intends to engage with a suitable research agency/institution or consortium for:
1. Baseline scenario analysis – including socio-economic and socio-political analysis, gender dynamics at the household/farm communities, central and state shared water resources policies and governance mechanisms, local governance of natural resources for natural shared resources and women involvement as well as input access for enhanced agriculture and allied practices. The Baseline scenario analysis must have the conceptual framework on which the study is based. It should also map existing water users associations/similar organisations of any other name and their status with gender disaggregated data on membership and governing bodies of these associations.
2. Analysis of State and State water resources management framework – legal, regulatory, institutional, participation and human resources aspects, economic policies of the water sector, sectoral development policies and strategies, strategic development framework, cross-border cooperation on shared water resources.
3. Analysis of access to input for enhanced agriculture, horticulture and fisheries practices- access to climate resilient inputs like resilient seeds, legal, regulatory, institutional, participation and human resources aspects, economic policies of the access to inputs.
4. Extent, nature, and factors affecting women’s involvement in participatory irrigation institutions, women farmers adopting improved agricultural technology; female farmers’ selling produce in the market.
5. Clear analysis of adaptation measures to climate change requirements and its impact on women.
6. Deep analysis of capacities and constraints for women’s involvement through participatory processes and discussions
7. Detailed analysis of key relevant stakeholders and their roles in problems and barriers resolutions.
