SCOPE OF WORK
The selected agency is expected to undertake Post implementation energy measurements in selected 15-20 secondary steel plants in Coimbatore cluster, India.

Detailed scope of work with expected outputs for each of the tasks is given below:
Task-1: Inception
Inception meeting will be conducted within 10 days of the award of contract. The consultant will make a presentation on methodology to collect the data for the identified parameters and develop the post- implementation report format, etc. Based on the discussions, the inception report shall be submitted by the consultant.
Deliverables of Task-1
• Inception report containing methodology to collect the data for the identified parameters, team deployment plan and post- implementation report format shall be submitted.
Task-2: Collection of basic information and review of implementation done by selected secondary steel units.
An agency in each of the four clusters has been appointed by UNDP who carried out baseline energy assessment, recommended energy efficiency measures and supported unit owners in implementation of the identified measures in their units. The bidder will need to coordinate with these agencies to collect relevant information related to implementation which includes baseline energy audit report, understanding of methodology adopted for baseline energy assessment, implementation details etc.
Carry out review of the implementation done by the units and finalize the approach to be adopted for establishing true energy savings achieved by the plant.
Deliverables of Task-2
• Submission of comprehensive summary indicating the observations, various parameters to be considered in energy assessment, variables to be considered for establishing energy savings achieved etc.
Task-3: Conducting post implementation energy assessment and related measurements for the complete unit capturing comprehensive savings/changes post implementation.
The agency shall conduct the post implementation measurement for a period of two consecutive days. The audit days shall be exclusive of travel and preparatory work.
i. Review implemented recommendations as suggested in the baseline audit including cost-benefits, environmental benefits.
ii. Sensitize the owners/ project managers on approach & methodology for post implementation assessment, cost benefits.
iii. Liaise between the baseline energy audit agency, units and equipment suppliers and other service providers for receiving the relevant details related to the implementation of the recommended EE technologies/measures.
iv. Prepare a comprehensive report consisting of baseline audit results, interventions carried out and post implementation results including benefits in terms of energy savings, monetary savings, and GHG emission/ pollution reduction.
Deliverables of Task-3
• Unit-wise Post implementation report – Post Implementation Energy efficiency and renewable energy intervention report (unit-wise). This will include summary of baseline audit, interventions made, energy savings achieved, cost-benefits, environmental benefits etc.
• Comprehensive report and recommendation of financial incentive – compilation and analysis of all the units of the cluster. (as per the mutually agreed format)
