Support to Develop the National Action Plan on Bribery and Corruption (2025-2029) .
With the funding support of the Government of Japan, namely the Japanese Supplementary Budget Project, UNDP is implementing the project titled “Promoting Economic Governance Through Anti-Corruption Policy Support.” The intervention is working towards strengthening the anti-corruption ecosystem in Sri Lanka, through time-bound, costed national policy reform, inter-stakeholder collaboration, and enhanced institutional capacity to deliver a necessary roadmap for the country to emerge from fragility towards a resilient economy and a trusted democracy.
OBJECTIVE AND SCOPE OF INTERVENTION
The primary objective of the assignment is to support the development of the NAP on Bribery and Corruption which includes the restructuring plan for CIABOC in accordance with the new anti-corruption law. In undertaking the task, the service provider is expected to liaise with the local and international experts who have been on boarded by UNDP to achieve the expected outcomes of the assignment.
Scope
This assignment has 7 main activities to meet the objectives.
1. The service provider will review the relevant local and international reports and assessments and prepare a brief report on the best practices that can be utilized for the development of a NAP.
2. The service provider will organize and conduct 15 stakeholder consultations (09 provincial-level consultations covering the 9 provinces and 06 national level consultations)
3. The service provider will collate the information gathered at these consultations, surveys, and also the input shared by the public as responses to the public call from CIABOC for input.
4. Liaising with the local and International Experts onboarded by UNDP, the service provider will prepare a concept note including procedures on restructuring CIABOC in compliance with the new Anti-Corruption Act No.9 of 2023
5. The service provider will prepare the draft National Action Plan on Bribery and Corruption
6. The service provider will present the draft NAP to the Committee convened by CIABOC as the executive committee for feedback and revisions.
7. The service provider will translate the finalized NAP into Sinhala and Tamil
