Preparation of Standard Operating Procedure (SOP) for Flood Management in Kelani River Basin in Sri Lanka.

Disasters triggered by natural hazards threaten the long-term sustainability of development in Asia and the Pacific through direct physical losses and indirect economic and social consequences. Escalating disaster losses emphasize the urgent need to ensure that disaster risk is adequately addressed in the planning and design of infrastructure.

ADB’s Technical Assistance (TA) project titled “Building Disaster-Resilient Infrastructure through Enhanced Knowledge” aims to strengthen action-oriented disaster risk management knowledge for disaster-resilient infrastructure in developing member countries. The three outputs of the Project are (1) disaster-resilient infrastructure know-how disseminated, (2) recommendations for addressing disaster risk in infrastructure investment processes identified, and (3) resilient recovery capacity enhanced.

The UNDP is committed to achieving the Sustainable Development Goals (SDG). One key area of intervention is action to achieve Goal 13, Climate Action. With this commitment, UNDP Sri Lanka is already leading Output 3 of the TA, focusing on the building capacity of the disaster recovery in irrigation sector. In addition, UNDP has supported the updating of Technical Guidelines for Irrigation Works using the resources of the Climate Resilient Integrated Water Management Project (CRIWMP). Building on these interventions, output 2 of this TA will support the ID to update the Standard Operating Procedures for flood management in the Kelani river basin by incorporating state-of-the-art climate and disaster resilience considerations.

OBJECTIVE AND SCOPE OF INTERVENTION

The primary objective of the proposed assignment is to prepare Standard Operating Procedure (SOP) for flood management in Kalani river basin, building on the recently-gained knowledge and experiences by updating the existing document for the purpose prepared in 1993 under the name “Scheme of Organization and Standing Orders”.

Scope

Sri Lanka is in the midst of a severe economic crisis and infrastructure costs have escalated in recent times. Economic losses resulting from floods will be an added burden on the economy. Flood-associated infrastructure failures will have long-lasting impacts on the people because weak economies can make disaster recovery time longer. Therefore, minimizing flood-associated losses through investments in SOPs will have lesser stress on the national economy and the population than relatively more expensive interventions aimed at post-disaster recovery. Therefore, the interventions proposed by the project are expected to improve flood-related disaster risk management and future investments and reduce the associated economic losses in the river basin.
