UNDP Sri Lanka’s Flagship Portfolio on SDG16, Peace, Justice and Strong Institutions brings together inclusive governance and peace-building work under one umbrella. Collaborating with the UNDP Seoul Policy Centre, and funding from the Republic of Korea, UNDP is implementing the project titled “SDG Partnerships on Anti-Corruption Initiative (AIA)”. The intervention is geared towards strengthening the anti-corruption ecosystem in Sri Lanka, through the institutionalization of tested anti-corruption assessment mechanism within public institutions; implementing the assessment mechanism in targeted public institutions; and enhancing strategic institutional and individual skills and capacities around conducting assessments at their own initiative.
UNDP has initiated the assignment to design and implement a contextualized assessment mechanism for evaluating anti-corruption initiatives of public institutions in Sri Lanka, liaising closely with the Commission to Investigate Allegations of Bribery or Corruption (CIABOC). The Korean modality of the AIA which was developed by the Republic of Korea’s Anti-Corruption & Civil Rights Commission (ACRC) and recently called ‘Integrity Effort Assessment’ will be followed in this initiative.
The current initiative is intended to support the development of a framework for Sri Lanka following the Korean modality of the AIA that will empower the CIABOC to implement its prevention mandate as envisaged under the new composite law on anti-corruption.
Objective;
The primary objective of the assignment is to develop a framework according to the Sri Lankan context following the Korean modality of the AIA. It also includes indicators for conducting the assessment and the development of a manual for public institutions on the method of conducting the assessment to ensure that the assessment sustains beyond project life. Further, the service provider is responsible for conducting the evaluation of the target institutions. The target institutions will be the recently gazetted Ministries and Departments in the country. In undertaking the task, the service provider is expected to closely liaise with CIABOC and UNDP to achieve the expected outcomes of the assignment.
The specific objectives of the assignment are:
1. Translate AIA resource materials into Sinhala and Tamil.
2. Develop a contextualized framework for AIA for evaluating anti-corruption initiatives within public institutions in Sri Lanka
3. Organize workshops for the representatives from the selected public institutions to obtain their input for the draft framework with indicators.
4. Facilitate the target institutions to implement AIA.
5. Conduct the evaluation of the target institutions and assign scores to institutions based on performance.
6. Publicly launch the evaluation results and disseminate good examples
