The Ministry of Energy and Mineral Development with funding from the Global Environment Facility (GEF) and the United Nations Development Program (UNDP) is implementing the Nationally Appropriate Mitigation Actions (NAMA) on Integrated Waste Management and Biogas Production in Uganda (NAMA Biogas Project). The overall objective of the NAMA Biogas project is to promote improved waste management practices in towns and municipalities through the introduction of integrated waste management, and deployment of biogas energy systems based on the use of the organic fraction of Municipal Solid Waste, agro-processing waste (where combined with municipal wastes) sewage sludge and wastewater for biogas generation.
UNDP through the Climate Promise Initiative has supported the Government of Uganda to update its Nationally Determined Contribution (NDC) to the Paris Agreement. The programme has set up an integrated Monitoring Reporting and Verification (MRV) tool that will enhance data collection, tracking and reporting on the greenhouse gas emissions, adaptation actions, mitigation actions, climate finance flows and the contribution of climate actions towards the achievement of the Sustainable Development Goals (SDGs).
Under the NAMA Biogas project a Measuring, Reporting, and Verification Mechanism for Capturing, Reporting and Remitting Greenhouse Gas Emissions Data as well as other key Climate Change Information in the Waste Sector for NAMA Biogas Project areas and institutions is under development and the entities considered include the cities of Jinja, Masaka, Mbale, Mbarara, and Kampala and National Water and Sewerage Cooperation (NSCW), Kakira Sugar Works Ltd.
Furthermore, through the support under the NAMA Biogas project the government of Uganda intends to update the standardized baselines on methane recovery from the sugar industry and municipal wastewater.
Update of the Standardized baseline on Methane Recovery from Sugar Industry and Municipal Wastewater Treatment
The Designated National Authority (DNA) of Uganda developed the following standardized baselines, which were valid until 17th October 2019.
1. ASB0026: Methane recovery from municipal wastewater treatment in Uganda (version 01.0);
2. ASB0027: Methane recovery from wastewater treatment in the sugar industry in Uganda (version 01.0)
The DNA with support from NAMA biogas project is now updating this standardized baseline. As per the Procedure: “Development, revision, clarification and update of standardized baselines (SB)” published by UNFCCC, a positive assessment of the proposed updated SB by a Designated Operational Entity (DOE) is required before submitting the proposed updated SB to the UNFCCC. Thus, the DNA of Uganda as the proponent of the updated SB seeks to receive an assessment report by a DOE for the proposed updated standardized baseline. Field visits are not required for this assignment.
UNDP in partnership with the Uganda DNA would like to contract a DOE to complete the assessment report according to these terms of reference and the Procedure: “Development, revision, clarification and update of standardized baselines”.
It is against this background that UNDP would like to engage a qualified firm to provide Assessment of the Proposed Updated Standardized Baseline for Methane Recovery from Sugar Industry and Municipal Wastewater Treatment in Uganda.
