Introduction
United Nations Capital Development Fund (UNCDF), the
UN’s flagship catalytic blended financing platform, supports market development by enabling access to finance in high-risk environments through financial instruments, mechanisms, and advisory services. With a unique mandate, UNCDF blends and deploys grants, loans, and guarantees alongside related advisory support.
The programme addresses key challenges: limited knowledge for asset accumulation and productive investment, inadequate access to financial products, and weak regulatory frameworks. By enabling productive investments, building entrepreneurial capacity, and improving remittance systems, Shafal aims to directly benefit over 9,000 individuals from migrant families, contributing to SDGs 1 (No Poverty), 5 (Gender Equality), 8 (Decent Work and Economic Growth), 10 (Reduced Inequalities), and others. A core component involves supporting migrant families (including returnees, women-led households, and youth) in establishing and growing income-generating enterprises using remittances productively. This TOR seeks a qualified firm to deliver specialized Business Development Services (BDS) and market linkage support to these enterprises, aligning with Shafal’s Outcome 1 (better remittance management to reduce poverty risk) and related entrepreneurship development efforts. Primary Objective is to engage a firm that provides tailored Business Development Services and market linkage support to enhance the sustainability, growth, and market access of enterprises owned or operated by migrant families under the Shafal programme.
