Scope of Services
As per the TOR, deliver a Sabah-tailored ILM framework aligned with FOLUR by assessing land use/governance (desk research & GIS), defining governance/coordination/land-use/sustainable production/finance & incentives/M&E, mapping stakeholders and holding ≥4 consultations, executing a comms plan (policy brief, infographic, explainer video; 1 high-level briefing; 3 public sessions; 3 community dialogues), running 3 capacity-building sessions, identifying criteria and proposing 2–3 pilot landscapes (site ID only), and recommending policy/institutional measures for integration at national and state levels.
