Conduct National Biodiversity Targets (NBT) Review and Operational Framework Development for Sri Lanka.
National governments have demonstrated a clear commitment to fulfil their mandates for biodiversity conservation and sustainable use in ways compatible with national development goals, and to identify a diverse range of financing solutions for biodiversity management. As a country with high biodiversity and high endemicity, the responsibility with the country for sustainably managing biodiversity is enormous. Nevertheless, Sri Lanka has been identified as one of the 36 global biodiversity hotspots. Additionally, Sri Lanka’s track record of achieving nationally owned biodiversity targets too has been unsatisfactory within the last decade, mainly due to the lack of resources allocation.
Global Biodiversity Framework Early Action Support (GBF-EAS) is a global project supported by the GEF and UNDP. The objective is to fast-track readiness and early actions to implement the post-2020 Global Biodiversity Framework by providing financial and technical support to GEE-eligible Parties to the Convention on Biological Diversity (CBD) in their work to align their National Biodiversity Strategies and Action Plans (NBSAPs) including policy, monitoring and finance frameworks with the Global Biodiversity Framework of the CBD and relevant targets of other environmental agreements such as Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPAs), and Land Degradation Neutrality goals of the United Nations Convention to Combat Desertification (UNCCD). UNDP will support implementation of national grants in 70 countries. Sri Lanka is one of the 70 countries supported by UNDP. Technical specialized coordination and support will be provided through a global coordination and technical support project implemented by UNDP.
OBJECTIVE AND SCOPE OF INTERVENTION
The overall objective of this assignment is to support the GoSL to revise and align national biodiversity targets with the GBF and successfully launch the online progress monitoring mechanism in Sri Lanka
Scope
UNDP will provide required background information, institutional support to carry out the proposed actions. The Project Coordinator will closely work with the organization to design and plan the work. UNDP in collaboration with the Ministry of Environment will also call progress review meetings with respective stakeholders to ensure timely delivery of the outputs of the assignment. The organization is expected to develop a program to deliver the following outputs through their proposal.
Output 1 – Review Sri Lankan biodiversity targets accepted by the Government of Sri Lanka to assess their relevance to the 2024-2030 period.
Output 2 – Supporting the Ministry of Environment to conduct experts and community consultations related to the GBF-EAS project.
