Introduction :

The Service Provider selected will work closely with the Project Team (particularly the National Platform Coordinator), as well as review the existing documents prepared by project experts to implement the activities within the integrated landscape management systems component of the project. The Service Provider will perform following tasks:

  • Backstopping support to the National level Palm Oil Platform (Output 2.1)

Outcome 2: Strengthened cooperation and coordination within Cocoa and Palm Oil sectors for enhanced sustainability productivity and investment and reduced land clearance

Output 2.1 will be delivered through work to strengthen the existing national palm oil platform[1] (PoP) that will be based within the Ministry of Oil Palm (MOP)[2] and working closely with the Oil Palm Industry Corporation (OPIC). The platform will address significant asymmetries in information and knowledge on the nature of domestic production, its environmental, social and economic impact as well as the current and anticipated nature of international markets for palm oil. Through providing, representative (including of gender and other elements of social diversity) forums in which a shared understanding of these elements and the potential development trajectories of the palm oil sector can be established. The project will enable development of a palm oil sector action plan and policies, as well as creating effective links and coherence between national policy and subnational policies and approaches to palm oil development.

The PNG PoP will bring together key stakeholders from the palm oil sector in PNG to enhance coordination between PS, civil society (including land owning communities) and government as well as enhancing coordination across government. Its full establishment has been delayed due to political changes within the DAL but should be approved by the initiation of the current project. The Project will work through the platform to facilitate early engagement across stakeholder groups and provide key ‘impartial’ technical support and facilitation of a participatory process of identifying key opportunities and barriers for development of the palm oil sector in PNG (many of which are covered within Component 2’s Outputs). Based on this background work the platform will provide the focal point for development of an action plan, policy and guidance document for the sector that will support the transition towards a sustainable pathway.

The transition towards a more established platform will focus on increasing the engagement from key PS bodies, conducting a more comprehensive assessment of the potential future scenarios of the sector and their different benefits and costs and the development of an action plan and supportive policy to address these.

Indicative activities for this Service Provider Consultancy under Output 2.1 will include:

  • 2.1.1 Operationalizing the Palm Oil Platform through establishment of secretariats (staff, logistics, operational costs – Note: the Service Provider role will be as a support function such as advisory role, Job Description preparation, budget preparation, etc.; costs will be borne by UNDP)
  • 2.1.2 Enable Palm Oil Platform operations through formulation of strategy and business model
  • 2.1.3 Legalize the Palm Oil Platform through National Executive Council (NEC) decision
  • 2.1.4 Advocate for financing of the Palm Oil Platform and development of future financing strategy and operational plan

 

Key deliverables/results consist of:

  • Establishment and strengthening of one Palm Oil Platform at the national level.
  • Operationalization of the Palm Oil Platform including ensuring the availability of public and non-public funding for the platform’s operations.


[2] In 2022, the Government of PNG created the Ministry of Oil Palm, however as of writing, this Ministry is still developing its capacities and is closely connected with DAL.
