Introduction :

UNDP Vietnam is seeking 01 qualified firm/institute/organization to develop a Technical Guidelines on Establishing of Payment Schemes for Marine and Wetland Ecosystem Services at site levels in Viet Nam. A pilot application of the technical guidelines will be done at Tram Chim National Park, Dong Thap province (Xây dựng Hướng dẫn kỹ thuật lập Đề án chi trả dịch vụ hệ sinh thái tự nhiên cấp cơ sở cho hệ sinh thái biển và đất ngập nước tại Việt Nam. Áp dụng thí điểm tại Vườn quốc gia Tràm Chim, tỉnh Đồng Tháp).

This assignment entails developing Technical Guidelines for Establishing the Payment Scheme for Marine and Wetland Ecosystem Services at site levels in Viet Nam (hereinafter referred to as “the Technical Guidelines”). ISPONRE will use the Technical Guidelines as a critical input to finalize the “Technical Guidelines on Establishing the Payments Schemes for Natural Ecosystem Services at Provincial and Site Levels” which is expected to submit to MONRE for approval and subsequent issuance. The content of the technical guidelines will hone in on multiple ecosystem services for business activities, tourism, entertainment, and aquaculture as stipulated in Decree No. 08/2022/ND-CP.

This assignment also seeks to pilot the application of the Technical Guidelines in Tram Chim National Park, Dong Thap province (a site-level PES scheme). The results of the pilot will be a draft PES scheme to be a critical input for the Management Board of Tram Chim National Park to prepare and finalize its submission to the Dong Thap’s People’s Committee for approval to enhance capacities for the conservation of inland wetland ecosystems which focus on business activities, eco-tourism, aquaculture, and other as stipulated in Decree No. 08/2022/ND-CP. The pilot outcome will provide inputs to the finalization of the Technical Guidelines.
